ITEM EXPLANATION:
The City Council, on December 16, 1975, by Resolution No. 7972, accepted
the sewer system constructed under the proceedings of the Rosebank Sewer
1911 Act Assessment District 75-1. The City participated in the con-
struction of the trunk line from the northerly boundary of the district
to the Spring Valley Sanitation District trunk sewer in the Sweetwater
Valley. The City participated in the amount of $17,401.
The City Engineer has prepared a repayment diagram whereby properties
benefited from the construction of the sewer and who did not participate
in the construction of the sewer will reimburse the City at the time
they connect to the City sewer system. This repayment diagram has been
prepared in accordance with the provisions of Section 13.16.170 of the
Chula Vista Municipal Code.
The repayment diagram spreads the cost to the properties benefited on
an area basis. The area of the total properties benefited is 17.1
acres. The area assessment is $1,017.60 connection charge per acre.
The area benefited is cross-hatched on the copy of the attached diagram.
The repayment diagram also stipulates the connection charge for other
properties connecting to the City sewer system as follows:

1. All properties outside of the district that front or back
on the sewer system will pay a connection charge of $4.25 per front
foot, per Section 13.16.170 of the Chula Vista Municipal Code, or at
the rate set by City ordinance at the time connection is made.
2. All lots outside the repayment district that connect to the
City sewer system by main extensions shall pay at the same rate per acre
as those lots in the district ($1,017.60 per acre).
To the initial cost of $1,017.60 per acre there is to be added simple
interest at 7% per annum to a maximum of 10 years. This interest shall
be collected at the time of payment of the assessment and prior to being
served by the sewer. Any monies collected from the assessment charge
from each parcel shall be credited to the Sewer Income Fund, Account No.
220-2200-3771.
