ITEM TITLE: Resolution/supporting University of California Grant application
for cable television programming

ITEM EXPLANATION
This is a request for a resolution in support of a grant application submitted by the
University of California, San Diego, Extension Division, as outlined in the attached
report.
The project will establish Learning Resource Centers and cable television viewing
centers for the older adult in various locations in the San Diego area. At these
centers seniors can have input into the production of cable television programming
which will satisfy information needs in areas of consumerism, social service delivery,
and participation in government, as well as sharing of resources and talents by seniors.
Chula Vista's participation will involve providing space in the CATV room of the Library
for video production and designating time and space for seniors to view resulting
programs .
There is no fiscal or staffing impact upon the Library Department.

REPORT ON PROPOSED FEDERAL GRANT PROJECT "PUBLIC ACCESS CABLECASTING AS A
CATALYST FOR DEVELOPMENT AND OPERATION OF LEARNING RESOURCE CENTERS FOR
THE ELDERLY"
An application for a federal grant under Title I of the Postsecondary
Education Act of 1965 has been submitted by the University of California, San
Diego, University Extension Division. They are seeking the support and
participation of the City of Chula Vista.
The project will address problems which older adults have such as inadequate
access to informational resources and ineffective input to government agencies
and decision makers. Communication technology will be used to satisfy learning
and informational needs for one of the largest concentration of older adults in
the nation, the San Diego area. Learning Resource Centers will be established
in various areas of San Diego which serve the elderly. In addition, viewing
centers will be designated in both public and private buildings in the region.
The Learning Resource Centers will provide educational materials, communications
equipment and expertise to aid older adults in satisfying information needs in
the areas of consumerism, social service delivery, participation in government,
and sharing of resources and talents by seniors. Television programming will be
developed based on conceptions and interests of older adults. The Learning
Resource Centers will provide television production ability to seniors, and
video programs will be cablecast over San Diego's cable television systems.
Those without cable in their homes may go to a designated viewing center to
watch programs, such as entertaining dramas performed by friends, information
on health care qualifications, or a UCSD Extension Course.
The institutions working on this project are University of California,
San Diego, UCSD Extension, San Diego City College, San Diego State University,
San Diego County's Area Agency on Aging, Center on Aging at San Diego State
University, Community Video Center, the Senior Media Committee, and cable companies
of San Diego County.
The proposal asserts a basic hypothesis that educational and other informa-
tional resources in the community underserve and underutilize older adults.
Studies show that the elderly are more dependent upon the medium of television
than are other groups for contact with the mainstream of life. Broadcast
television is unresponsive to and misrepresentative of the older adult. Cable
television provides a medium which has the potential for two-way, interactive
use. Thus older adults can have input into programming which will provide
information necessary for day to day survival of the older adult.
The City of Chula Vista's participation in this project will involve
becoming a viewing center and acting as a Learning Resource Center. Space
for television production has been provided in the CATV room of the library
building. The library is already equipped with a closed circuit television
distribution system, so in essence we are already a viewing center. Staffing
for this project will be provided through funding received from the grant.
These funds will also provide supplies, such as videotape. The City will have

input into staff hired for this project, although administration and fiscal
responsibility will rest with the University of California at San Diego, Extension
Division. The Library proposes to work closely with the Senior Service Center
when hiring older adults.
There will be no fiscal or staffing impact upon the Library Department. This
project will serve to improve the service the Library offers to older adults living
in Chula Vista.
