ITEM TITLE: Report on the Completion of the Design Development Phase of
the Civic Center Renovation Project.

ITEM EXPLANATION:
The Council Conference on January 27, 1977 will consider two separate
aspects of the Civic Center Renovation Project. The first is an evaluation
of the Design Development phase of the project, and the second is the con-
sideration of amendments to the contract with Donald Goldman, Architect.
Completion of the Design Development Phase
At a Council Conference on September 1, 1976, C-,ty Council authorized
the staff to proceed with the Design Developme~~. of the Civic Center
Renovation Project. The Design Development plans have been completed and
will be presented to City Council by City staff and the Architect.
The anticipated schedule for the completion of the renovation project
has been revised as follows:

The estimate for site improvements includes landscaping, parking lot
construction, site plumbing, and site electrical. It does not include
the decorative plaza or fountain.
It is requested that Council consider the plans developed for the Design
Development Phase and authorize the architect to proceed with construction
drawings.
Consideration of Contract Amendments
On December 7, 1976, a report was submitted to City Council concerning the
status of the contract for architectural and engineering services for
this project. That status report indicated that it would be necessary,
within a short period of time, to renegotiate the contract. That renego-
tiation has been completed and contract amendments have been drawn up
for your consideration.
The original contract amount of $94,000 was based on the scope of the
project as it was defined in May of 1976. Since that time, the scope of
the project has increased considerably and the consultants have been
required to perform additional tasks that were not included in the origi-
nal contract. City staff had indicated to the consultant that the City
is willing to compensate the consultant for all reasonable charges on
work performed that is beyond the scope of the original contract. The
report submitted on December 7 indicated that there are two major reasons
for additional charges - increased scope of the renovation project and
additional tasks performed by the architect. The increased scope will
require an additional construction cost of $397,463. The negotiated fee
to implement these changes is $18,500. This contract increase represents
4.7% of the construction increase. It is staff's opinion that this contract
increase is a reasonable charge.

The consultants have also assisted the City staff in the preparation .of
two grant applications - a solar energy grant for $3,061.34 and a Public
Works application bill for $1,680. The only other additional task was
the preparation of a detailed construction estimate at the completion of
the preliminary design phase. This detailed construction estimate cost
$312.
The total contractural obligations for professional services for this
renovation project is detailed as follows:

City Council has already appropriated $103,400 ($94,000 original contract
plus 10%) for professional services for the renovation project. In order
to meet contractural obligations for the renovation project, an additional
$25,400 is required ($128,800 minus $103,400).
It is requested that City Council approve contract amendments for pro-
fessional services for the Civic Center Renovation project and authorize
the transfer of the required funds within construction account 635.
