SUMMARY
The Police Department has been awarded $285,717 from the Supplemental Law
Enforcement Services Fund. These funds will be used for the personnel costs of one
Police Sergeant, one Peace Officer and police equipment.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for wmpliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will
not result in a physical change in the environment; therefore, pursuant to Section
15060(c)(3) ofthe State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council conduct the public hearing and adopt the resolution.
BOARDS/COMMISSION RECOMMENDATION
The State appropriation requires a Regional Oversight Committee's approval ofthe funds
prior to disbursement. In accordance, the Supplemental Law Enforcement Oversight
Committee (SLEOC) was established in San Diego County. The Committee is
comprised of the County of San Diego Sheriff, the County of San Diego CAO, the Chula

Vista Chief of Police, a regional City Manager and the District Attorney. The Committee
will review the City of Chula Vista's expenditure plan upon approval by the Chula Vista
City Council.
BACKGROUND
The Police Department has been awazded $285,717 through the Supplemental Law
Enforcement Services Fund (SLESF). These state funds were allocated to the Police
Department for purposes required by the Citizens' Option for Public Safety (COPS)
Program. Acceptance of these grant funds requires a public heazing per stipulations of
the State COPS Program.
During fiscal yeaz 1996/1997, the state appropriated funds for local law enforcement
services per AB 3229, Chapter 134, Statutes of 1996. In accordance with this
Legislation, the state has appropriated funds annually to local law enforcement agencies.
The City of Chula Vista's proportionate share of these funds is $285,717. These funds
are to be deposited in the City's Supplemental Law Enforcement Services Fund (SLESF
Grant Fund) and used for law enforcement personnel and equipment needs as prescribed
by the original legislation (AB 3229). These funds must be used to supplement existing
funds and cannot replace, or supplant, funds that have akeady been appropriated for the
same purpose. A twenty-five percent (25%) in-kind contribution is required for these
funds. The in-kind contribution will be staff time associated with procurement of
equipment and training of personnel. The allocation of future funds is subject to annual
state budget deliberations.
DISCUSSION
The Police Department will be utilizing SLESF grant monies to fund two sworn positions
which if not funded, will result in two layoffs.
Police Sergeant - $155,889
As part of the Departments budget reduction plan, this position, along with the entire
School Resource Officer (SRO) program, was slated to be eliminated. Seven Peace
Officer positions in the SRO program were funded in full by both school districts. In
order to ensure adequate supervision of this important program, the Department
recommends funding the Police Sergeant position.
Peace Officer - $127,486
This position was originally funded via an Office of Traffic Safety grant from the State of
California. Funding for this position expired last fiscal year. This position has been
transferred from the Traffic Unit to the Patrol Division.
Police Technology Equipment - $2,342
The Department recommends the remaining allocation be utilized for police technology
equipment such as computers, digital cameras, digital voice recorders, etc.

DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in the acceptance of $285,717 from the State COPS
Supplemental Law Enforcement Services Fund. The personnel costs of these two
positions aze already included in the fiscal yeaz 2011/2012 adopted budget of the SLESF
Grant Fund. The remaining $2,342 for police equipment needs to be appropriated to the
Supplemental Law Enforcement Services Fund.
ONGOING FISCAL IMPACT
The current proposal provides one year funding for the two positions outlined in this
report. The Department will seek additional funding in subsequent fiscal years. If no
additional funding is obtained, then the positions may need to be eliminated.

APPROPRIATING $2,342 TO THE SUPPLEMENTAL
LAW ENFORCEMENT SERVICES FUND
WHEREAS, during fiscal year 1996/1997, the state appropriated funds for local
law enforcement services per AB 3229, Chapter 134, Statutes of 1996; and
WHEREAS, the City of Chula Vista's proportionate share of the fiscal year 2011
State Cops Supplemental Law Enforcement Services Fund (SLESF) is $285,717; and
WHEREAS, a public hearing was conducted to consider the expenditure of these
funds; and
WHEREAS, these funds will be utilized for the personnel costs of one Police
Sergeant, one Peace Officer and police equipment; and
WHEREAS, the personnel costs were appropriated during the fiscal year 2012
budget process, the remaining $2,342 for police equipment needs to be appropriated; and
WHEREAS, these funds must be fully expended by June 30, 2012, otherwise any
remaining funds will revert back to the State of California.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula
Vista does hereby accept $285,717 from the State Cops Supplemental Law Enforcement
Services Fund and appropriate $2,342 to the Supplies and Services category of the
Supplemental Law Enforcement Services Fund.
