Sole source authorization to purchase radios from Motorola Solutions Inc is sought based on the operational need to have the disaster radios operate identically and be completely interchangeable with the day-to-day radios in use now. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 13-1 7/12/2011, Item ~~ Page 2 of 3 DISCUSSION The San Diego County-Imperial County Regional Communications System (RCS) provides radio communications service to public safety and public service agencies. The RCS is managed and maintained by the Wireless Services Division of the San Diego Sheriffls Department. The RCS began operations in 1998 with approximately 2800 public safety users, and has been growing ever since. Today, the RCS serves more than 300 local, state, federal, and tribal agencies and departments in San Diego and Imperial Counties and supports eighteen 91 I dispatch centers and over 20,000 radios operated by public safety and public service personnel. As part of the San Diego County-Imperial County Regional Communications System (RCS), member agencies utilize standardized radio equipment to provide better coordination and response efforts for first responders during both day-to-day and emergency operations. Sole source authorization to purchase radios from Motorola Solutions Inc is sought based on the operational need to have the disaster radios operate identically and be completely interchangeable with the day-to-day radios in use now. The interchangeability and the common operational aspects are essential to the first responder safety during major emergencies. The Police and Fire Departments currently use Motorola radios (399 radios in Police and 152 radios in Fire), and it is simply a matter of first responder safety that the radios remain the same as the existing fleet. Because of personnel safety issues and the significant costs involving re-training personnel on anew radio, the benefits of purchasing Motorola radios outweigh the alternative of purchasing another type of radio. The County of San Diego negotiated a contract with Motorola to provide radios to the San Diego RCS. The Police Department is recommending purchasing our radios via the County's Motorola Contract Number 43095. According to staff at the County of San Diego RCS, the contract pricing is the best customer pricing offered by Motorola, and is lower than a comparable contract with the County of San Bernardino which conducted a full request-for-proposal (RFP) for their radios. The City can take advantage of the significant volume advantages of the County of San Diego RCS contract which would be unavailable to the City should we conduct our own RFP. The San Diego Urban Area received federal homeland security grant funds to purchase radios for the region. These new radios feature dual 700 and 800 mhz radio frequencies which insure interoperability among law enforcement agencies. The radios purchased via these grant funds will replace older, single frequency radios in Police and Fire. 13-2 7/12/201 I, Item Page 3 of 3 DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will authorize the Police & Fire Departments to purchase radios from Motorola Solutions Inc. Homeland security grant funds will be used for the purchase of the radios, resulting in no net fiscal impact to the General Fund. Funds were appropriated as part of the Fiscal Year 2012 budget process, therefore no additional appropriations are required. ONGOING FISCAL IMPACT There is no ongoing fiscal impact. ATTACHMENTS None. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby waive the competitive formal bid requirement and authorize the Police and Fire Departments to purchase radios from Motorola Solutions Inc via the County of San Diego Motorola Contract Number 43095).
