Project Safe Neighborhood (PSN), a national program funded by the U.S. Department of Justice's Bureau of Justice Assistance, is designed to reduce gun violence and gun crime by linking existing local crime prevention programs together and providing them with the additional tools necessary to be successful. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 15-1 07/12/2011, Item Page 2 of 2 DISCUSSION The Project Safe Neighborhood Regional Gun Violence Suppression Project is a multi- jurisdictional collaboration that includes law enforcement representatives from the District Attorney's Office, Sheriffs Office, Probation Department, El Cajon, La Mesa, National City, San Diego and Chula Vista. This regional team will combat street gun and gang violence in and around the communities of southeast San Diego. The team will conduct a variety of undercover and uniformed law enforcement operations, to include but not limited to surveillances, fourth waiver seazches, probation and pazole compliance checks, and zero-tolerance saturation patrols. The Police Department was awarded $14,859 last year and has been awarded an additional $14,859 to support this project. Sworn personnel will participate in these operations on an overtime basis only, which will be fully reimbursed by the grant funding from the Bureau of Justice Assistance. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $14,859 to the personnel category of the Police Grant Fund. The grant funding from the Bureau of Justice Assistance will fully offset these costs, resulting in no net fiscal impact to the General Fund. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $14,859 FROM THE BUREAU OF JUSTICE ASSISTANCE AND APPROPRIATING SAID FUNDS TO THE POLICE GRANT FUND FOR PROJECT SAFE NEIGHBORHOOD WHEREAS, Project Safe Neighborhood, a national program funded by the U.S. Department of Justice's Bureau of Justice Assistance, is designed to reduce gun violence and gun crime by linking existing local crime prevention programs together and providing them with the additional tools necessary to be successful; and WHEREAS, the San Diego Association of Governments (SANDAG), who administers the Project Safe Neighborhood grant, has allocated $14,859 to the Police Department to participate in the program; and WHEREAS, the Police Department will participate in Project Safe Neighborhood operations on an overtime basis, with the goal of reducing the level of gun and gang violence in San Diego County; and WHEREAS, the grant funds provided by the Bureau of Justice Assistance will completely offset the total costs of this program. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $14,859 from the Bureau of Justice Assistance and appropriate said funds to the personnel services category of the Police Grant Fund for the Project Safe Neighborhood program.
