2.3.1 Topography
The Otav Valley Quarr~~ Reclamation Plan ~~rnendment Project Site is located near the base of the Otay
Riyer Valley. Rock iVlountain is located in the northern portion of the Project Site, extending to the
northeast. The south slopes of the Otay Riyer Valley occur south of the Project Site. As minim operations
continue on-site, the site topography is in a state of flute. Resources are being mined, altering site
conditions. Section 4.2, Landforyn AlterationlAesthetics, of this SIR provides a detailed description of the site
topography and evaluates the potential for the project to affect landform and aesthetics.
Upon completion of mining, the Project Site will ~e configured as an open pit. The final phase of mining
will consist of the elimination of some of the horizontal benches typical of hard rock mining and creation of
areas of sheer slopes to conform with surrounding landforms. The quarry floor is planned at a maximum
depth of approximately 300 feet below mean sea level. (Quarry floor elevations will ~e revised during the
final stages of mining as oyer~urden stockpile locations are combined and relocated to the quarry floor.)
Quarry high walls are designed to ~e cut at a grade not to emceed 1:1 for a stale condition, except in the
areas where benching will ~e eliminated to create sheer slopes. Sheer slopes mays ~e near vertical in places.
The depression resulting from mining will fill naturally with groundwater and run-off from the surrounding
slopes.
2.3.2 Biological Resources
The Project Site is located adjacent to the Otay River, which, eight miles to the west, drains to the Pacific
Ocean. The site is also near the Upper and I ower Otay~ Reservoirs, which are approximately four miles east
of the quarry. Within the quarry itself, surface water has pooled on the quarry floor and will continue to do
so as mining continues and the reclamation project progresses.
Because the Project Site is the location of an on-going mining operation, nature ~regetation and biological
resources located within the ~oundarv of the mining operations are essentially non-existent. Plant
communities surrounding the reclamation area include coastal sage scruff, non-nature grassland, and
disturbed lands. Wildlife species on Rock iVlountain surrounding the reclamation area are common to the
region. Special-status plant and wildlife species mays occur within the Rock iVlountain area surrounding the
reclamation area and outside the Project Site. The potential for these species is used on both the hiology~
studies conducted for the Reclamation Plan ~~mendment and the regional mapping prepared for the iVISCP.
Section 4.6, Biological Kesources, addresses the project's potential for direct and indirect impacts to biological
resources located on the Project Site, as well in the surrounding areas.
2.3.3 Cultural Resources
While the Project Site is located in an area of high sensitivity for archeological resources, because of the on-
going sand and ar;gregate mining operations, resource potential is limited. Results of the records search
indicate that no previously recorded cultural resources are located within the project area. Cultural Kesources
are addressed in Section 4.7 of this EIR.
2.3.4 Geologic Conditions
The Project Site is located within the Peninsular Ranges Geomorphic Province of California, which is
characterized ~y~ a series of rugged, northwest-trending mountain ranges separated ~y~ subparallel faults, with
a coastal plain of subdued landforms in the western portion of the province. The Otav Valley Quarr~~ is

located on Rock iVlountain, on the eastern edge of the coastal plain. Rock iVlountain is a basement high of
Jurassic Age Santiago Peak Volcanics, composed of andesitic volcanic ~reccias, site flows, and welded
~reccia tuffs. The majority of the Project Site is underlain ~v Santiago Peak Volcanics. Smaller areas of
Otay Formation, iVlission Valley Formation, and Stream-Terrace lleposits are present in the southwest
portion of the Project Site. Rock iVlountain is considered a regionall~~-significant mineral reserve ~v the
California lliyision of iVlines and Geology, with a state land classification of iVlineral Resource Lone 2
GIRL-2) deposit, containing Portland cement concrete grade ar;gregate.
Geological and Soils are addressed in Section 4.11 of this EIR. Section 4.15 addresses Mineral Kesources.
2.3.5 Paleontological Resources
As presented under 2.5.4, Geologic Conditions, a~oye, the Project Site is predominantly underlain ~y Santiago
Peak Volcanics, which does not have a potential to contain important paleontological resources. However,
the Project Site also contains small areas of Otay Formation, iVlission Valley Formation, and Stream-Terrace
lleposits. Both Otay and iVlission Valley Formations have the potential to contain important fossiliferous
materials. Stream-Terrace lleposits ha~re a low potential for unco~rering paleontological resources.
Paleontological Kesources are addressed in Section 4.8.
2.3.6 Visual Resources
Views of the Project Site include current mining and natural resources processing activities, disturbed land
and associated ~regetation, exposed cut slopes, and mining operation equipment. The topography of the
Project Site, as well as intermittent stockpile locations, operational equipment, and processing plant facilities,
limit views within and around the quarry. On-going mining creates quarry slopes cut at a variety of slope
gradients ranging from a maximum of 2:1 to approximately 8:1 on fill slopes and 1:1 slopes with intermittent
near vertical cuts on the quarry sidewalls. Surrounding views include northwesterly views of Wolf Canyon,
westerly views of Cricket Wireless Amphitheater, and southwesterly views of Chula Vista urban
development, as well as views of rolling hills and open space to the north, east, and southeast.
The Project Site is located within the 28-mile designated open space area of the Chula Vista Greenbelt that
surrounds the City of Chula Vista. The Greenbelt consists of general open space, the Citds iVISCP Preserve
lands, trails, and connections between Citti~ public parks. Additionally, the Otav Valley Regional Park
Concept Plan's trail location would ~e directly south adjacent to the Project Site ~oundarv. Views of the
Project Site can ~e seen in the foreground and middleground from the south and southwest towards the
Otati~ River dank.
According to the California llepartment of Transportation (Caltrans) State Scenic Highway Program iVlap,
there are no state scenic highwa~~s within the Project Site vicinity. The closest State Scenic Highwa~~ to the
Project Site is SR-75, which is located west of the Project Site and runs from Imperial Beach to Coronado.
This highway was designated due to its views of the Pacific Ocean and San lliego I3a~~ to the west. A
portion of I-5 located south of SR-75 is considered an "eligible" state scenic highway, but is not officially
designated (Caltrans 2009). Scenic Roadways denoted in the Chula Vista General Plan are located within
the Project Site vicinity. Scenic Roadways within the project vicinity include iVlain Street, from I-805 to
Heritage Road; Heritage Road, from Telegraph Canyon Road to the Citds southerly ~oundarv; Rock
iVlountain Road, from Heritage Road to SR-125; and I a iVledia Road, from Otay I akes Road to Rock
iVlountain Road (City of Chula Vista 2005).

Included within Section 4.2, Landforyn AlterationlAesthetics, of this EIR is a detailed discussion of the visual
quality impacts associated with the proposed project.
2.4 PLANNING CONTEXT
The Otav Valley Quarr~~ Reclamation Plan Amendment project is subject to review under the City of Chula
Vista's adopted plans and policies. Applicable plans and policies include the adopted City of Chula Vista
General Plan and the Chula Vista iVISCP Plan. The analysis contained within this EIR compares project-
related impacts to the adopted Chula Vista General Plan and the Chula Vista iVISCP Plan, as well as
applicable subsections within these documents.
2.4.1 Land Use
The City of Chula Vista is divided into four General Plan Areas (I3ay~front Plan Area, Northwest Plan Area,
Southwest Plan Area, and East Plan Area). The Otav Valley Quarr~~ Reclamation Plan Amendment project
is located in the East Planning Area, which is further divided into sip subareas -East iVlain Street Subarea,
Unincorporated Sweetwater Subarea, Otay Ranch Subarea, iVlaster Planned Communities Subarea,
Unincorporated East Otay~ Ranch Subarea, and Other iVliscellaneous Areas Subarea. The Otav Valley Quarr~~
Reclamation Plan Amendment project is located within the Otay Ranch Subarea of the City of Chula Vista's
East Planning ~~rea.
The Otay Ranch Subarea is founded on the west ~v I-805; on the north ~v SR-54 and the Sweetwater River
Valley; on the northeast and east ~v Highwa~~ 94, within unincorporated San lliego County, near the
communities of Jamul and Tllulzura in the San i~Ziguel iVlountain~Proctor Valley area; and on the south
within and adjacent to the boundaries designated ~v the General llevelopment Plan of the Otay Ranch
iVlaster Planned Community. The area is mostly comprised of master planned communities in various
stages of development and open space. ~~ significant portion of the open space lands within the East
Planning Area are outside of the designated villages, planning subareas, or other areas intended for
development, and are to ~e preserved under the Otay Ranch Resource ~Zanagement Plan and the iVISCP
Plan.
The Citds adopted General Plan Update (2005) identifies four districts within the Otay Ranch Subarea of
the East Plan Area: Western llistrict, Central llistrict, Eastern University llistrict, and Otav Valley llistrict.
The Otav Valley Quarr~~ Reclamation Plan Amendment project is located within the Central llistrict. This
district is generall~~ located east of Wolf Canyon, west of SR-125, north of the Otay River, and south of
Birch Road. A min of land uses is anticipated to develop within the East Plan Area, including residential,
commercial, and open space.
Section 4.1, Land Use, Planning and Zoning, provides a detailed discussion of land use and zoning affecting the
proposed project.
2.4.2 Zoning
Coning for the Project Site is regulated ~v Title 19 of the Citds iVlunicipal Code. The Otav Valley Quarr~~
Reclamation Plan Amendment Project Site is zoned "P-C Planned Community". A number of uses are
allowed in the P-C Lone, including open space, residential, commercial, and light industrial.

2.5 MULTIPLE SPECIES CONSERVATION PROGRAM (MSCP)
The iVISCP is a long-term habitat conser~ration planning program authorized under Federal and State law
that addresses multiple habitat species needs and the preser~ration of nature ~regetation communities for an
approximately 900-square-mile area within San lliego County. It is one of three subregional habitat
planning efforts in San lliego County which will preser~re a network of habitat and open space, protect
~iodi~rersity~, and enhance the region's quality of life. The iVISCP addresses the potential impacts of urban
growth, natural habitat loss, and species endangerment for 12 jurisdictions, including Chula Vista, and
identifies a mitigation plan. Both public and pri~rate lands within the iVISCP area must comply with the
iVISCP. The City of Chula Vista adopted the Chula Vista iVISCP Subarea Plan in iVlav 2003 in order to
implement the iVISCP as rele~rant to the City of Chula Vista. The Chula Vista iVISCP Subarea Plan has been
prepared pursuant to the general outline de~reloped ~y~ the USFWS and the CllFG, and complies with the
goals and requirements for habitat and species conser~ration.
The Project Site is located outside of the iVISCP Preser~re boundaries. ~~ I3oundar~~ ~~djustment to the iVISCP
Preser~re has been appro~red for the Otav Valley Quarr~~ and was the result of an issue that arose between
the crested mining rights within the Ownership I3oundarv and the iVISCP Subarea Plan's Preser~re ~oundarv
that was appro~red subsequent to the establishment of the crested mining rights. The I3oundar~~ ~~djustment
resulted in a net gain to the Pre:~~r~re of 17.1 acres and the remo~ral of mining area from the iVISCP Preser~re.

Reclamation acti~rities, as descried ~v the Otav Valley Quarry Reclamation Plan ~~mendment, would occur
outside of areas designated as "Preser~re" within the Citds iVISCP Subarea Plan pursuant to the I3oundarv
~~djustment.

2.G OTAY VALLEY REGIONAL PARK (OVRP) CONCEPT PLAN
The Otati~ Valle- Regional Parr (OVRP) Concept Plan is the result of amulti-jurisdictional planning effort in
the Otav Ri~rer Vallee b~~ the Count~~ of San Diego and the cities of Chula Vista and San Diego. iVZuch of the
land «-ithin the Concept Plan is pri~-ately o«-ned and has de~-elopment potential based on existing zoning,
land use plans, and other deg-elopment regulations. The Concept Plan does not change existing zoning, and
land use plans or add new de~relopment regulations. It does not preclude pri~rate de~relopment. It pro rides
policy' direction for the jurisdictions to coordinate land acquisition and de~relopment for the Regional Parr,
~~-ithin the trame~~-ork of pri~-ate propert` rights.
The planning area for OVRP is located in the southern portion of San Diego Countti~, four miles north of
the United States~iVZe~ico International Border. The Regional Park will extend about 11 miles from the
southeastern edge of the salt ponds located southwest of the Project Site at the Pacific Ocean, through the
Ota~~ IZi~-er Valleti~, to the land surrounding both Lower and Upper Otav Lakes located northwest of the
Project Site. 1Jn~rironmental and urban conditions considered in preparing the Concept Plan were
topographti~/landform, h~~drologti~, biological resources, cultural resources, General and Communitti~ Plans,
zoning and other regulations, and existing and planned land uses.
The ~ISCP and the tiS Fish and `~%ildlite Ser~-ice San Diego National `~%ildlite Refuge are regional public
planning efforts that include the C)ta` Ri~-er Valle`-. In general, the gcrtls of these programs are
complementarti~, seeking to protect sensiti~re en~rironmental resources in the region within a framework of
pri~rate property rights. The Concept Plan has been prepared to complement those future plans. Sinularlti~,
those plans pro~ride s~-nergti~ for creation of the Regional Park.
