SCOPE OF SERVICES Based on our discussions ~s~th ~Tou, our scope of services consisted of: • Revie~s~ing published geologic maps, aerial photographs, and other literature pertaining to the site to aid in evaluating geologic hazards that ma~T be present. • Performing a site visit to observe the condition of the site and verif~T that data. set used in the previousl~T submitted report b~T Geotechnics Incorporated (Reference 1) is adequate for rock- slope stabilit~T anal~Tsis. • Performing arock-slope stabilit~T anal~Tsis using geologic data sets from the previousl~T submitted Geotechnics Incorporated report incorporating comments made b~T the Department of Conservation in their October 11"' letter (Reference 2). • Prepare a ~s~zitten report presenting our conclusions and recommendations regarding the rock- slope stabilit~T aspects of the proposed reclamation plan (Reference 2). 49fro~- FV~ni~'~rs C~rdvr; a Sari CbEE~gn~, ~alli'8r~nn3r~, 9'12--244 Telep~~rn~ ~58.558.b4J~ I Emx 8~8.SSk-.nS- ~4~ SITE DESCRIPTION The site is located in Chula Vista., California on the north side of the Ota~T River Valle~T approiimatehT 7 miles east of San Diego Ba~T (see Site Vicinit~T Map, Figure 1). The site is currenthT being operated as a building aggregate quamT. The current quarr<T slopes are approiimatehT 1:2 (horizontal to vertical) and are approiimatehT 300 feet high. The slope is composed of benches (20 to 50 feet ~~~de) ~~~ith 50-foot-high, inter-bench ~~~ orlcing faces, The ~~~ orlcing faces are near vertical. It is our understanding that mining operations ~~~ill continue over the next 80 Nears and that the quarr<T ~~~ill eipand to the northeast and deepen from approiimatehT 190 feet above mean sea level (MSL) to minus 300 feet MSL. Exhibit 4 and 5 (see Appendix A) from Reference 3 sho~~~ that the final slopes ~~~ill have a general inclination of 1:1 (horizontal to vertical) composed of 25-foot-~~~ide benches ~~~ith 1:3 (horizontal to vertical) inter-bench slopes. The north~~~est facing slope ~~~ill have a limited section steepen to 1:3 (horizontal to vertical) for a height of approiimatehT 225 feet. The anahTsis presented herein is based on geologic conditions eiposed in the pit at this time; ho~~~ever, eiposed geologic conditions ma~T change over time and as the mining operation eipands. Periodic monitoring of the geologic conditions eiposed should be performed to validate the findings of this report. PREVIOUSLY SUBMITTED REPORTS Geotechnics Incorporated performed an evaluation of slope stabilit~T for the Ota~T Quarr<T in 2009 (Reference 1).We have revie~~~ed that document and ~~~e are in general agreement ~~~ith their findings and conclusions ~~~ith some minor adjustments presented herein. A cop~T of the report is provided as Appendix B. SLOPE STABILITY The cut slopes, as proposed in Reference 2, ~~~ere anahTzed using the discontinuit~T and laborator<r data presented in Reference 1. Strength parameters used in the anahTsis are based on laborator<r data from Reference 1 and our eiperience ~~~th similar geologic conditions. The strength parameters used in the anahTsis are considered conservative. The computer programs DIPS, SWEDGE, ROCPLANE, and RocLab, distributed b~T RocScience, ~~~ere utilized to perform the anahTses. Project No. G1296-42-01 - 2 - December 7, 2010 KINEMATIC ANALYSIS A kinematic anal~Tsis of the proposed rock slope ~~~as performed using structural data. collected during field mapping b~T Geotechnics Incorporated (Reference 1). Kinematic anal~Tsis is used to evaluate the critical discontinuities ~~~thin a rock mass that ma~T result in failures of the rock slope based on geologic-structure and slope geometnT. The computer program DIPS ~~~as used to compare the dip vectors (dips and dip directions) of the discontinuities measured in the field and the geometnT of the prominent slopes to search for zones of discontinuit~T based ~~~ealcness. To model the friction bet~~~een joint faces a friction angle of 40 degrees ~~~as used. Table 1 presents a summanT of the kinematic anal~Tsis. The results indicate that the risk associated ~~~ ith planar and ~~~ edge failure is lo~~ ; ho~~~ ever, there is a higher degree of risk associated ~~~th toppling failures. It is our opinion that the clustering of the discontinuities is insignificant and that there is little preferred orientation of these features. Failures, if the~T occur, ~~~ll be surficial in nature and composed of relativel~T small, inter-bench blocks. The program RocLab ~~~as used to derive rock strength parameters based on laborator<T test results from Reference 1 and our field observations. The follo~~~ing table presents a summar<r of the parameters used in the anahTsis. The Geologic Strength Indei, GSI, ~~~as based on "ver<r block~T, interlocked, partiall~T disturbed, mass ~~~ith multi-faceted angular blocks formed b~T 4 or more joint sets". In our opinion the GSI should range bet~~~een 40 and 55. For conservatism, ~~~e used a lo~~~er range value of 40 in our anahTsis. Disturbance Factor, D, Intact Modulus, EI, and Modulus Radio, MR, ~~~ere based on our field observations of rock t~-pe and condition. The effective cohesion, C', and effective friction angle, F', ~~~ere calculated using the methodolog~T presented b~T Hoek and Karzulovic, 2000. It is our opinion that the rock strength parameters used in the anahTsis are conservative. The position of the failure planes used in the anahTsis ~~~as based on estimates of the location of the tension crack (Hoek and Bra~T, 1981) and our eiperience ~~~ith slope stabilit~T anahTsis. Since ~~~e did not have access to ground~~~ater data, maximum levels ~~~ere used in the anahTsis. It is our opinion that actual ground~~~ater conditions ~~~ll be much lo~~~er. A seismic coefficient of 0.15 ~~~as used in the pseudo-static anahTsis. The data presented in Table 2 ~~~ere used in conjunction ~~~th slope geometr<T, estimated ground~~~ater conditions, and estimated seismic load to estimate the factor of safet~T against slope failure. In general the slopes have factors-of-safet~T in eicess of 1.5 for static and pseudo-static conditions. The results are presented on Figure 2, 3, 4, and 5. Project No. G1296-42-01 - 4 - December 7, 2010 CONCLUSIONS AND RECOMMENDATIONS 1. No soil or geologic conditions ~~~ ere encountered that ~~~ ould preclude construction of the slopes as presentl~T planned. This report is intended to provide geotechnical information to be used in planning purposes and preparation of reclamation plan. 2. Slopes constructed in the ~~~eathered and fresh rock should be grossl~T stable against large-scale, deep-seated slope failures at a 1:1 (horizontal to vertical) slope inclination under static and pseudo-static conditions. 3. The partial 1:3 (horizontal to vertical) slope should be grossl~T stable against large-scale, deep-seated slope failures under static and pseudo-static conditions. 4. It is our opinion that the potential for planer and ~~~ edge failures is lo~~~ . Ho~~~ ever, there appears to be a higher potential for topple failures in the 1:3 (horizontal to vertical) inter-bench slopes. Topple failures, should the~T occur, are eipected to be surficial in nature consisting of relativel~T small rocks that become dislodged. Large and deep seated failures are considered unlilcel~T. 5. The anal~Tsis presented herein is based on geologic conditions eiposed in the pit at this time; ho~~~ever, geologic conditions ma~T change as the mining operation eipands. Periodic monitoring and detailed mapping of the geologic conditions eiposed during mine eipansion should be performed to validate the finding of this report.
