HomeMy WebLinkAboutAgenda Statement 1976/04/06 Item 31a, (1) (2)CITY OF CHULA VISTA ITEM N0. 31a (1) (2) COUNCIL AGENDA STATEMENT ' "FOR MEETING OF: 4-6-76 ITEM TITLE: (1) Report on mid-block pedestrian walkway in Halecrest Estates (2) Resolution Setting public hearing for consideration of vacation ~_of walkway in Halecrest Estates SUBMITTED BY~ City Manager ITEM EXPLANATION: Recently, City staff has received numerous complaints from residents along the pedestrian walkway between Halecrest Drive and David Drive, and between Halecrest Drive and Berland Way (see Exhibit 1 - Location Map). These walk-through easements have become a major problem in regard to vandalism and rowdyism to the neighbors immediately adjacent to them. As a result of this, staff held a public meeting at the Halecrest Ele- mentary School on Wednesday, January 24, 197x-,, at 7:00 P.M., to receive input from affected residents prior to any City action as recommended by the Public Works Department (see Exhibit 2 - Public Works Report). At the meeting, the residents were equally divided as to the prospect of closing the easement, but they all agreed that some sort of action on behalf of the City would have to be taken. Directly after the meeting, the Public Works Department was instructed to proceed immediately with the minimal maintenance of this easement and to investigate the bench swales near the walkway. In regard to the questions on juvenile delinquency and the lack of proper police enforcement, crime statistics were reviewed by the Police Department and they concluded that the walkways contributed significantly to the area's problems (see Exhibit 3 - Police Report). City staff looked at several alternatives in an attempt to remedy this problem, which were investigated along with their advantages, disadvantages, and related costs (see Exhibit 4 - Alternatives). Staff concluded that none of these alternatives, short of possible vacation, would fully resolve the problem to the complete satisfaction of the adjoining residents.
