HomeMy WebLinkAboutAgenda Statement 1976/04/06 Item 17CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM TITLE SUBMITTED BY~ ITEM EXPLANATION ITEM NO 17 FOR MEETING OF: 4 6 76 Resolution #8116 Appropriating funds for purchase of audio-visual equipment City Librarian It is requested that funds in the amount of $16,500 be appropriated and transferred by resolution from Revenue Sharing Account No. 49-8900-5568, Capital Outlay - Other Equip- ment, to Library Account No. 15-4420-5568, Capital Outlay - Other Equipment, to allow for purchase of audio-visual equipment for use in the new library. A detailed list of equipment and an explanation of how it will be used is attached. At the Council meeting of March 23, 1976, a Resolution was presented to appropriate funds for purchase of audio-visual equipment from cash gifts of the Stephen and Mary Birch Foundation in the amount of $16,500, which had been deposited to Account No. 15-272, Donated Surplus. This resolution was denied and Council requested the Library pursue other means to use the Birch funds and initiate a new Resolution requesting appropriation and transfer of funds from a Revenue Sharing Account. Library personnel will be present to respond to any questions. Source consoles and 12 channel headsets will be located at the audio visual services counter. There is conduit from the cable distribution center to the console so that the audio portion of television programs, for example, may be heard by persons wearing headsets in lounge areas. In addition, pre-recorded cassette programs and radio programs will be available with the loop system. The console uses standard cassettes or the auxiliary input panel permits the sound from any source such as open-reel tape, phonograph, radio, TV, or even the sound from a motion picture projector to be broadcast through the system. It has the capability of making up to 12 separate programs available from each console and anyone wearing a headset will be able to tune into several information or entertainment programs such as how to use the card catalog or Reader's Guide to Periodical Literature, AM-FM music, or children's stories. The obvious advantage of the system is its flexibility in that various programs can be broadcast simultaneously with the selection of the program and channel left to the user. Also, since the user is using a wireless headset, there is no distracting noise to other people using the library facilities. Video Equipment The basic equipment components required to form a complete video recording system are: the video camera, the video tape recorder (VTR), the TV monitor, the TV monitor/receiver and various interconnecting plugs and wires.. The purpose of a complete video recording system is to record picture and sound in perfect synchronization, and to play back picture and sound immediately or at a later date. Video Equipment (Con't•) The in-house video distribution in the new library involves television receivor/monitors placed in different rooms or areas throughout the library which have the capability to receive various programs sent from a central point, the library CATV studio. Simultaneous airings of Sesame Street in the story-hour room, a CBS news special at the adult fireplace lounge, videotaped informational programs in the conference rooms, and a PBS drama or concert in the auditorium can be achieved through the use of the VTR equipment. In addition to the programming available through Mission Cable TV, there are many excellent videotaped programs which can be borrowed at no cost through interlibrary loan and many more that can be rented or purchased by the library. A valuable source of videocassettes is the Public Television Library Videocassette Program which has available for purchase or rent videocassettes covering 1,000 program hours from among the most informative, entertaining, and educational TV programming available today produced by public affairs and social issues. This is a sample of the type of programs which can be shown on any of the receivers located in the library. All of the VTR equipment will be located in the control room area in the audio visual department and there will be 13 final locations for receivers which will be moved to their respective locations on carts. Mission Cable will have a cable drop to the building and a broad band amplifier will be used to boost their output to the necessary level to feed all 13 locations.
