HomeMy WebLinkAboutAgenda Statement 1976/04/06 Item 15CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM NO 15 FOR MEETING OF: 4/6/76 ITEM TITLE: Resolution #8115: Declaring moratorium in that section of the Third Avenue Redevelopment Project Area known as Subarea One SUBMITTED BY~ Community Development Director ITEM EXPLANATION At the March 23, 1976, City Council meeting, a moratorium on building permits in Sub-Area One of the Proposed Third Avenue Redevelopment Project was discussed. At that time, Council directed that staff solicit input from the established groups that represent the area. As a result, letters were sent to the Parking Place Commission, the Chamber of Commerce, the Downtown Association and the Downtown Improvement District, soliciting their opinion on the subject. Staff will report the results at this evening's meeting. The moratorium was requested in order to prevent development that is not consistent with the proposed renewal effort. The location recommended for a moratorium was chosen because it is the original townsite and in most need of redevelopment. The subject resolution would exempt remodelings as well as the proposed apartment complex previously approved for Center Street. The duration of the moratorium is proposed to remain in effect to the end of this year, or upon the adoption of a Design Plan for the area, whichever is first. However, it is hoped that the time frame can be much shorter since new development is the keystone of any redevelopment effort. Form A-113 (Rev 5-75) ~'"~ , 5 ITY DEVELOPMENT DEPARTMENT City o~ C~nu.Qa ~Uista CALIFORNIA March 9, 1976 Honorable Mayor and City Council City of Chula Vista, California RECOMMENDATION FOR MORATORIUM - THIRD AVENUE PROJECT AREA The purpose of this correspondence is to formally notify the Mayor and City Council of action taken by the Third Avenue Project Area Committee at its meeting of March 5, 1976, relating to building in portions of the proposed Third Avenue Redevelopment Project Area. The Third Avenue Project Area Committee voted unanimously to recommend to the City Council that a nine-month moratorium, commencing as soon as possible, be imposed on that portion of the proposed project area known as Subarea One (please refer to attached map). It is the opinion of this Committee that continued building in Subarea One prior to the adoption of the Redevelopment Plan and the subsequent adoption of the Design Review Manual, would severely hamper this City's efforts to conform uses and design criteria essential to the successful redevelopment of the Central Business District. Therefore, it is respectfully requested that this Committee's recommenda- tion for a moratorium of not less than nine months throughout Subarea One be given serious consideration.
