HomeMy WebLinkAboutAgenda Statement 1976/04/06 Item 14r CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM NO 14 FOR MEETING OF:~~ ITEM TITLE RESOLUTION 8114 Appzoying Final Map -- Hilltop Vista Subdivision SUBMITTED BY~ Director of Public Works/City Engineer ~j~ ITEM EXPLANATION The final map for Hilltop Vista Subdivision has been checked by the Engineering Division and Found to be in conformity with the tentative map approved by the City Council on May 6, 1975 by Resolution 7714. The sub- divider, Dale Building Co., has paid all fees and has submitted all bonds and required documents. Approval of the final map includes the dedication of Corte Entrada, Camino Entrada, Avenida Madera, Camino Vista Real, Plaza Mar, Plaza Flora, Plaza Sierra, Corte Nacion and iJacion Avenue. The developer is also granting to the City Lots "A" and "B" for drainage purposes, Lot "C" for pedestrian access, Lot "D", and other easements for drainage facilities, sewer facilities, street tree planting and maintenance, electrical facilities and open space. One of the conditions for approval of the tentative map was that a pedes- trian walkway be provided to connect Melrose Avenue between the northerly subdivision boundary and Telegraph Canyon k2oad. This condition required that a stairway and pedestrian walkway be constructed up the slope between Melrose Avenue and Camino Entrada within Lot ~'D", and that a pedestrian bridge be constructed across the major drainage channel adjacent to Tele- graph Canyon Road. The requirement for providing a pedestrian walkway connecting Melrose Avenue through the subdivision is a condition of the Planning Department. As a result of staff discussions with the developer, the Director of Planning is recommending the deletion of the pedestrian bridge; however, he is still recommending the retention of the pedestrian stairway between Melrose Avenue and Camino Entrada. Following are the reasons behind the Director o~ Planning's recommendation: It is approximately one mile between Nacion Avenue and Hilltop Drive to the west. The proposed subdivision, located within this area, takes on a very linear nature, extending well over one-half mile from Nacion Avenue to the westerly tip of the development without a north-south connection, either vehicular or pedestrian. Due to the change in grade between existing developments north of the subdivision and the design of the pads and street system within the proposed subdivision, it is physically impossible to provide a vehicular connection between the two areas. Pedestrian access, however, may be accommodated at Melrose Avenue, which provides a linkage point at approximately the midpoint of the subdivision affording the proposed residents of this subdivision with the opportunity to gravitate either north or south in a reasonable walking distance. While the northerly access point connecting the subdivision to Melrose is an essential location to provide a valid point of linkage, the southerly access point, which requires traversing between two lots as well as the construction of a footbridge across the Telegraph Canyon drainage system, can only be accomplished at a substantial expense to the developer. The bid price quoted to us by the developer for the bridge and associated re- taining walls would run approximately $10,000 without any sort of protectiv covering over the bridge. In addition, there is a public road which enters the subdivision some 900 feet westerly of the proposed bridge site, offering the pedestrian a connecting link from the Melrose path to Telegraph Canyon Road. While this access is not as direct as that originally approved by the Planning Commission and Council, it does provide the necessary linkage between the developments lying north and south of this subdivision with the high school and elementary school located in this vicinity. There has been some recent discussion over the past several months concerning pedestrian access ways which extend through rear yard areas and become a problem due to vandalism. The pedestrian connection being proposed between the terminus of Melrose Avenue and Hilltop Vista sub- division extends a relatively short distance-approximately 100'-- with the entire path contained within a large open space lot which is a landscaped slope area enclosed by chainlink fencing adjacent to the property lines on either side.
