In practice, this means that the TDP must be annually updated to reflect service changes, completed im- provements, revised estimates, and revised plans. Attached is the 1977 up- date to the original TDP (Barton-Aschman Associates, Inc.; March 1976) covering the period from FY 77-78 through FY 81-82. Section I of the Update establishes service standards and criteria for the Chula Vista Transit system. Section II summarizes numerous characteristics of the existing system and presents route-specific efficiency measures. Section III evaluates the system's performances against the standards in Section I and highlights significant deficiencies. Section IV presents the five-year operating program, with emphasis on the ensuing year, summary of the projects for the subsequent four years, and specific actions to satisfy the federal Transportation Systems Management Element. Section V summarizes the five-year financial program based on Section IV plans and details funding data. The projected route network and level of service are substantially un- changed from the original TDP. There are two proposed changes in staging of the projects: (1) splitting the bus acquisition into two parts (-eight in FY 79 and eight in FX 81); and (2) introduction of increased service frequency (30-minute headways) in FX 79 rather than FY 80. These changes do not appreciably change overall costs, but do change the schedule of payments. The estimated City costs are shown in Table 12. In order for the TDP Update to become part of the Regional Transportation Plan and satisfy planning requirements for federal funds, it must be adopted by the City Council.
