The Overall Economic Development Program General Committee
adopted the enclosed resolution because of our great concern
for the San Diego Tuna Industry.
We recommend that all organizations of the San Diego Region
adopt a similar resolution in full support of the Tuna Industry.
We urge you to pass and transmit this resolution to Congress
now, while they are determining the future of two thousand jobs
and $80 million in local revenues for San Diego and the Tuna
Industry.

6dHEREAS, one of San Diego's industries comprising more than
two thousand jobs, $80 million in local revenues could be lost if
the local tuna fleet pulls out of San Diego; and
WHEREAS, the short term economic affects are already being
felt through increased unemployment of fisherman and tuna process-
ing workers; and
WHEREAS, the total prohibition and related penalties of taking
Eastern Spinner. porpoises significantly reduces -the use of modern
tuna fishing methods; and
WHEREAS, tuna boat operators attest that resulting catches
would be insufficient to cover expenses if they fished under the
current regulations; and
WHEREAS, the Overall Economic Development Program was created
to develop programs designed to restore vitality to the regional
economy and assist in the development of improved employment oppor-
tunities in the San Diego Region; and
WHEREAS, continued implementation of improved fishing
techniques by the U.S. Tuna Fleet can result in accelerated decreases
in porpoise mortality; and
WHEREAS, the Overall Economic Development Program General
Committee supports all efforts to get the San Diego Tuna Fleet fish-
ing once again in a manner consistent with that industry's long
term well-being; NOW THEREFORE
BE IT RESOLVED that the San Diego Region OEDP urges prompt
congressional action to alleviate the crippling restrictions now
imposed on the tuna industry.
PASSED AND ADOPTED by the General Committee of the San Diego
Region Overall Economic Development Program on this 12th day of
May, 1977.
