The City Council by Resolution 8633 on May 24, 1977 accepted a report declar-
ing the City's intention to establish Chula Vista Open Space District #8
and set the date of June 14, 1977 at 7:00 p.m. in the Council Chambers as
the time and place for public hearing to hear persons in favor of or object-
ing to the formation of the proposed district.
The formation of Chula Vista Open Space District #8 is a requirement of City
Council approval for tentative map of Rancho Robinhood Unit #3 Subdivision
which was approved by Resolution 8366 on October 26, 197h.
Mr. Robert E. Casey, President of Robinhood Homes Unit#3 Subdivision sub-
mitted a petition on April 20, 1977 for the formation of an Open Space Dis-
trict in accordance with Section 17.108 of the Chula Vista Municipal Code.
All of the contents of the petition are in accordance with Section 17.08.110
of the City Code.
The boundary of the Chula Vista Open Space District #8 is the same as the
boundary for Robinhood Homes Unit #3 Subdivision. The landscaping areas
and open space to be maintained by the District are designated as lots 242,
243, 244, 245 and 246 on the final map of the subdivision. The improvements
to be maintained consist of landscaping, plant material and irrigation sys-
tems.
The estimated annual maintenance cost for this District is $26,700. The cost
of maintenance in this District will be assessed equally against each dwell-
ing unit for a total of 110 units. The assessment cost for each dwelling
unit will be $237 per year.

FINANCIAL IMPACT
There will be no direct financial impact to the City for the maintenance of
improvements within the District since the 110 property owners within the
District will be assessed for direct maintenance and administrative costs.
The City will, however, have to make a loan to the District from the General
Fund for the cost of the first year's maintenance contract upon assumption
of the maintenance responsibility by the District and termination of the

The landscaping and irrigations systems within the Open Space District will be
maintained and guaranteed by the Subdivider after acceptance by the City's
Landscape Architect for a minimum period of one year or until the natural open
space areas have been returned to native condition satisfactory to the City
and are accepted by the Director of Parks and Recreation. The Open Space
District will assume the responsibility of maintaining the landscaping and
irrigation systems upon acceptance of the improvements by the Director of
Parks and Recreation.
Mr. Robert E. Casey, of Robinhood Homes, has been notified of this Public
Hearing to be held on June 14, 1977.

Financial Impact - cont'd
Subdivider's maintenance period. The City has to advance these funds since
it awards a contract for the maintenance of the District prior to receipt of
revenues collected by the County Tax Collector. The City will be reimbursed
for funds advanced to the District at the time assessments are collected by
the County Tax Collector.
