The Block Grant funded housing rehabilitation program (CHIP) is beginning to make an impact
in the Norman Park Neighborhood. Through the efforts of our contracted administrator, the
loans and grants committed to date exceed $100,000. As the program grows, the evo~butionary
process requires more refinement, hence, the development of a policy manual.
Council action previously authorized agreements with Balboa Bank and Bank of America and
established general program guidelines. It is proposed to adopt a program manual so as to
faciiitate guidelines and bank agreements into one document. Staff foresees this as a
continuing process with amendments likely on a biannual basis..
Changes from the previously adopted guidelines are included in the manual presented for
consideration. Aside from procedure, the suggested modifications include:
Loan Committee: Formerly, the Housing Element Committee (seven citizen members)
was charged with this responsibility. It is now proposed to place the Director
of Building and Housing, Director of Finance and the Community Development Director with
the responsibility of overseeing the process of approving loans and grants in
accordance with the policy manual. The citizens committee provided initial
valuable input into the guidelines of the program. However, it is most difficult
to obtain a quorum and to meet frequently, thus, the potential for impeding the
loan process for up to two months.
It is also suggested that the Council may wish to consider appointing one of their
members, possibly the mayor, to the Committee.
Emergency Grants: The current policy limits the amount to $700; it is proposed
to increase this to $1,000. The increase is due mainly to the cost to rewire
and replumb.older housing which frequently exceeds the former limits.
