Triple Box Culvert Across Hilltop Drive at
Telegraph Canyon Road

ITEM EXPLANATION
The Director of Public Works received bids in the Engineering/Planning
Conference Room at 11:00 a.m. on Thursday, May 19, 1977 for the construc-
tion of a triple box culvert across Hilltop Drive at Telegraph Canyon
Road.
This is the fourth project out of five projects funded under the EDA
grant for storm drain projects, Group I.
The bid proposal was prepared so that the contract could be awarded for
either keeping Hilltop Drive open to vehicular traffic during construc-
tion of the box culvert or for closing Hilltop Drive to vehicular traffic
during construction. The bid proposal contains an Option 1, which is
a deductible item from the basic bid which reduces the contract cost
for closing Hilltop Drive to traffic.
The triple box culvert would have to be constructed in two phases if
Hilltop Drive remains open to through traffic. If Hilltop Drive is closed
to through traffic, the box culvert could be constructed in one phase.
The contractor has been given 60 calendar days to complete the project.

City Council accept bids and award contract to Sapper Bros., Inc. in the
amount of $93,884.95 with Hilltop Drive remaining open to vehicular

City Council authorize the expenditure of $58,273.43 from PW-201 and
$45,000 from Project GF-11.

Sapper Bros., Inc. submitted the low bid in the amount of $93,884.95
if Hilltop Drive remains open to traffic during construction. T. B.
Penick and Sons, Inc. submitted the low bid in the amount of $92,241.68
if Hilltop Drive is closed to traffic. Sapper Bros., Inc. has indicated
that Hilltop Drive would have to remain closed for a period of 30 to 60
days for them to construct the box in one phase. T. B. Penick and Sons,
Inc. has indicated that Hilltop Drive would have to remain closed for
a period of 45 to 60 days for them to complete the construction of the
box across Hilltop Drive.
The Engineering staff is recommending that Hilltop Drive remain open to
vehicular traffic during the construction of the box culvert. Since this
requires the construction of the box culvert in two phases, it will take 45
~0 60 days to complete the portion of the project within the street which is
approximately 15 days longer than if Hilltop Drive was closed to traffic.
This will cause additional inconvenience to the public, but not to the de-
gree that the public would experience if they have to detour or use alternate
routes. The reasons for Engineering staff's recommendation to keep Hilltop
Drive open to the public are as follows:
1. Hilltop Drive at this location is presently carrying 7600 vehicles
per day. To close Hilltop Drive would require rerouting of this
traffic at minimum an additional 1/2 mile, via "J" Street, First
Avenue, "K" Street and Vista Way.
2. Closing Hilltop Drive would inconvenience the users of that street
for a period of 45 to 60 days. It would require them to use a lengthy
and more circuitous route.
3. Closing Hilltop Drive would temporarily increase traffic volumes on
adjoining streets.
4. The decrease in contract cost between the low bids of Sapper Bros.
and T. B. Penick and Sons in the amount of $1643.27 is not signifi-
cant enough to justify the additional cost and inconvenience to the
users of Hilltop Drive if Hilltop Drive is closed during construction
for a 45 to 60 day period. The difference in bids between Sapper
Bros. and T. B. Penick and Sons for closing Hilltop Drive during
construction is $243.27.
The low bid of Sapper Bros., Inc. in the amount of $93,884.95 for the con-
struction of the triple box culvert keeping Hilltop Drive open is $13,219.80,
or 12.3 below the grant application amount of $107,104.75 for this project.
