ITEM TITLE: Resolution - Approving Deferral of Public Improvement and
Lien Agreement for the Completion of Public
Improvements for Tentative Parcel Map 7-76

ITEM EXPLANATION
One of the conditions of approval for Tentative Parcel Map No. 7-76 is
for the owner/developer to construct public improvements consisting of
pavement, curb, gutter and sidewalk, landscaping, and irrigation system
fronting the property at 71 North Fourth Avenue. These improvements
were to be constructed prior to the recordation of the Final Parcel
Map.
The owner/developer of the property requested a deferral for constructing
the improvements which was granted by the Planning Commission on March
9, 1977. Mr. and Mrs. Frank Phillips and Mr. and Mrs. Richard Reynolds,
owners of the property, have requested that a lien agreement be approved
between themselves and the City to guarantee the installation of the
improvements at some future date. These improvements will be constructed
at the time the State constructs the I-54 Freeway - North Fourth Avenue
interchange.
The value of the improvements to be deferred is $5,650. The owners of
the property have executed a lien agreement in this amount. $3500 of
this lien has been assigned to Parcel 1 and $2150 has been assigned
to Parcel 2.
It is, therefore, appropriate for the City Council to approve the lien
