ITEM EXPLANATION
A. BACKGROUND
1. The applicant haS submitted a tentative subdivision map proposing to Subdivide
6.68 acres of land into 10 lots. The property is located on the north side of C Street
between National Avenue (Broadway) and Fifth Avenue in the T-L zone, A sma11 portion
of the subdivision lies within the Sweetwater Valley flood plain,
2. The Environmental Impact Report (EIR-77-5) on this project has been adopted by
the Planning Commission and forwarded to the City Council.
6. DISCUSSION
1. Adjacent zoning and land use:
North - I-L-F Vacant
South - I-L, R-3, R-1 Maintenance yard, apartments, single family residence
East - I-L-F Vacant, Hazard Products
West - CH-FW (National City) Vacant
2. Tentative Map.
a. The westerly 2 acres of the subject map are presently developed with a
drive-thru dairy and an equipment rental yard. The remaining area is vacant. The

STAFF RECOMMENDATION:
Concur with the Planning Commission recommendation. In addition, City Council
should certify that it has reviewed EIR-77-5, considered the information in the ETR
and finds it has been prepared in accordance with CEQA, the California Administrative
Code and the Environmental Review Policy of the City of Chula Vista.
BOARD/ COMMISSION RECOMMENDATION
On play 11, 1977 the Planning Commission voted 6-0 to recommend that the City Council
approve the tentative map for Hodge Brothers Industrial Park No. 1 in accordance with
Resolution PCS-77-1.

drive-thru dairy site will become Lot 1 and will contain 1.24 acres. The equipment
rental building will be located on Lot 2. Lots 2 through 9 will be identical and each
will contain 0.41 acres and measure 100' x 180'. The minimum lot size in the I-L zone is
10,000 sq. ft. Lot 10 is located at the northwesterly corner of North Fifth Avenue and
C Street, contains 0.60 acres, and measures 143' x 180'. All of the proposed lots exceed
the minimum lot size of the I-L zone and meet the 100 foot street frontage requirement.
b. Because the lots front on a major street (C~Street) and no alley at the
rear is provided at this time, access to each of the lots will be from C Street. The
parking and loading areas should be designed to discourage maneuvering or backing out
onto the street. Such areas should be located or screened so as not to be visible from
the street. The subdivider should include these restrictions in the CC&R's for the
subdivision, so that future owners of the property may take this into consideration in
the design of projects for the individual lots.
