Resolution a6O~ Approving Agreement for Completion of Public
Improvements in Telegraph Canyon Road Adjacent
to El Rancho del Rey, Unit No. 4 Subdivision

ITEM EXPLANATION
One of the conditions of approval for the Tentative Map of E1 Rancho
del Rey Unit No. 4 was for the subdivider to improve Telegraph Canyon
Road. The developer was to install additional improvements to provide
for four (4) lanes of traffic and one half of the median island improve-
ments. It is impractical at this time to construct the full improvements
because of the following reasons:
1. The present configuration and geometries of Telegraph Canyon Road
at the easterly and westerly boundary of the subdivision transitions
to two lanes of traffic. There is insufficient distance to safely
merge traffic from two to four lanes and back to two lanes.
2. The construction of one half of the median island at this time will
serve no purpose and could possibly be a traffic hazard.
3. The widening and realignment of Telegraph Canyon Road adjacent to
E1 Rancho del Rey Unit No. 4 should be accomplished as part of an
overall highway and drainage improvement; the widening of Telegraph
Canyon Road from Paseo Ladera to Otay Lakes Road.
The subdivider will construct at this time 42.50 feet of pavement,
curb and gutter and sidewalk. The 42 1/2 feet of pavement will match
the width of the existing travelway with minor transitions at either

end of the subdivision.
The Engineering staff has estimated the construction costs for the
remainder of the required improvements to be $26,000. The subdivider
has made a cash bond deposit with the Finance Department in this amount
as a guarantee for completion of public improvements in Telegraph Canyon
Road .
The agreement provides that the subdivider will install or pay actual
cost for installation of the remaining required improvements. In any
event, the subdivider will be required to install the improvements within
eight years.
The Director of Finance will place this cash bond deposit of $26,000
in a trust fund which will earn interest.
