ITEM TITLE: Resolution#8611: Approving Application for 1976 State
Grant Monies

ITEM EXPLANATION
On April 19, 1977, staff attended a seminar provided by the State Parks and
Recreation Department Grants Section on methods of filing applications for
the State, Urban and Coastal Park Bond Act of 1976; Roberti-Z'Berg Urban
Open Space and Recreation Program Act (SB 174); and Land and Water Conser-
vation Fund Program (BOR).
At this meeting, staff received pertinent information on how to fill out
grant applications, deadlines for submittal and information as to eligible
and ineligible project funding. A specific fact brought forth in this meet-
ing was that if the City of Chula Vista desires to have the option to exer-
cise its authority to expend those funds tentatively allocated under the
1976 State Bond Act during the 1977-78 fiscal year, it will be necessary to
file an interim application on or before May 1, 1977. By previous action,
Council approved the allocation of these funds for the San Diego County area
based on the recommendation of an Ad Hoc Committee established by the County
Board of Supervisors, in accordance with the guidelines set forth by the
State Bond Act.
As Council is aware, there has been no final determination by the Board of
Supervisors to submit the priority plan for expenditures because of the
contoversy over the proposed allocation to the City of San Diego; however,
State grant staff suggested strongly to the cities present at this meeting
that they should file interim applications, with full knowledge that these

applications could be altered, based on the final determinations made in
the priority plan.
As brought to Council's attention during the Council Conference on Park
Land Acquisition and Development (February 3, 1977), staff's number one
priority was the development of a neighborhood park/lighted sports complex.
As a result of this meeting and numerous presentations, staff recommends
that Council approve an interim application for this project, with the
understanding that if and when grant funds become available, staff will
complete the necessary grant form applications, prepare specific design
plans and schematic drawings, which will be submitted to Council for
approval before final grant application is made.

Acquire and/or develop a parcel to be used as a combination multi.-lighted .sports field
and park. The subject area will include one lighted softball field and multi-use
sports area. The subject project will also include parking, picnic and shelter area,

2. Two copies of a resolution from your governing body with authority over the applicant agency, authorizing application for
state grant funds. These copies must be ink-signed by the clerk of the resolving authority.
3. Certification from the planning agency of the applicant that the project is consistent with the Park and Recreation Plan for the
applicant's jurisdiction. '
4. One copy of comments from the State clearinghouse.
5. One copy of an environmental impact report or notice of exemption.
6. One copy of a county or city map with project location shown.
7. One copy of a statement describing who will operate and maintain the project (may be contained in resolution).
8. One copy of a subdivision plot or boundary map showing the exterior boundaries of each parcel to be acquired.
9. One copy of an acquisition schedule.
10. A site plan drawn to scale showing exterior boundaries of the area to be developed with State Grant moneys.
11. One copy of an itemized estimate of construction costs.'
12. One copy of all leases, agreements, etc., that affect project lands or operation and maintenance of the project.
13. Indication of the amount, type, and source of funds to be provided by the applicant in the grant project (i.e., local moneys, in
kind, or services).
Assurances
The applicant hereby gives assurance and certifies with respect to the grant that
It possesses legal authority to apply for the grant, and to finance, acquire, and construct the proposed project; that a resolution,
motion or similar action has been duly adopted or passed as an official act of the applicant's governing body, authorizing the filing of
the application, including all understandings and assurances contained therein, and directing and authorizing the person identified as
the official representative of the applicant to act in connection with the application and to provide such additional information as
may be required. '
Sutficlent funds will be available when construction is completed to assure effective operation and maintenance of .the facility for the
purposes constructed.
It will provide and maintain competent and adequate architectural engineering supervision and inspection at the construction site to
insure that the completed work conforms with the approved plans and specifications; that it will furnish progress reports and such
other information as the State may require.
It will operate and maintain the facility in accordance with the minimum standards as may be required or prescribed by the
applicable State and local agencies for the maintenance and operation of such facilities.

It will give the State's authorized representative access to and the right to examine all records, books, papers, or documents related to
the grant.
It will cause work on the project to be commenced within a reasonable time after receipt of notification from the State that funds
have been approved and that the project will be prosecuted to completion with reasonable diligence.
It will not dispose of or encumber its title or other interests in the site and facilities without permission from the State Legislature.
It will comply where applicable with provisions of the California Environmental puality Act and the California Relocation Assistance
Act.
