CITY COUNCIL AGENDA STATEMENT ~,,,,~ ~ clrv of ---- CHUTA VISTA 7/12/11, Item~~ ITEM TITLE: RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF CHULA VISTA APPROVING THE SUBMITTAL OF GRANT APPLICATIONS FOR THREE PROJECTS FOR FISCAL YEAR 2011-12 FEDERAL SAFE ROUTES~`~%G„~CHOOL FUNDING SUBMITTED BY: DIRECTOR OF PUBLIC WORKS ''//~~~JJ''~~'' >vcASSISTANT DIRECTOR OF ENGINEERING REVIEWED BY: CITY MANAGER ~- `!~ ASSISTANT CITY MANAGER ~'~ 4/STHS VOTE: YES ^ NO SUMMARY Section 1404 of Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), authorized the Federal Safe Routes to School (SRTS) Program in August 2005. The U.S. Congress authorized afive-year federal funding for the program, which has been extended through subsequent resolutions. This Resolution supports the filing of grant applications for three projects under Cycle 3 of the Federal Safe Routes to School Program. ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activity, consisting of approval to submit grant applications for Federal Safe Routes to School funding, for compliance with the California Environmental Quality Act (CEQA), and has determined that this activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the proposal consists of a governmental action that does not have the assurance that the funding requested will be approved for specific projects which may result in a potentially significant physical impact to the envirorunent. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary at this time. Although environmental review is not necessary at this time, once the scope and funding ofthe individual projects have been defined, the environmental review will be required for each project and the appropriate environmental determination will be made. RECOMMENDATION Council adopt the resolution. 10-1 7/12/11, Item Page 2 of 4 BOARDS/COMMISSION RECOMMENDATION At the June 1, 2011 meeting of the Safety Commission, a motion was made to support the submittal of grant applications for Federal Safe Routes to School funding to improve pedestrian and bicycle facilities. The motion carried by a vote of 6 (in favor) - 0 (opposed) - 1 (absent). DISCUSSION Building on the success of California's Safe Routes to School Program (SR2S) and similar programs in other states, Congress authorized afive-year federal funding program to achieve the same purpose nationwide: 1) to enable and encourage children in kindergarten through eighth grade (K-8), including children with disabilities, to safely walk and bicycle to school, 2) to make walking and bicycling to school a more appealing mode choice, and 3) to facilitate the planning, design, and implementation of projects that will improve safety, environment, and overall quality of life. Section 1404 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), authorized the Federal Safe Routes to School (SRTS) Program in August 2005. The program has been extended beyond the original five-year time span through subsequent resolutions by Congress. Some expected outcomes of the program include: • Increased bicycle and pedestrian traffic safety around schools • More children walking and bicycling to and from schools • Decreased vehicular traffic congestion around schools • Reduced childhood obesity • Improved air quality, community safety and security, and community involvement • Improved partnerships among schools, local agencies, parents, and other stakeholders Applications may be for either infrastructure or non-infrastructure projects. Infrastructure projects are capital improvements within atwo-mile radius of a grade school or middle school that make it safer or more convenient for children and adults who walk or bicycle to school; e. g. installation of crosswalks, gap closures along sidewalks or bicycle trails, and signage. Non-infrastructure projects include education, encouragement and enforcement activities that promote walking and bicycling to school; e.g. public safety awareness campaigns, installation of bicycle racks and lockers in schools, and acquisition of mobile vehicle speed monitoring equipment that can be transported from school to school. Anon-infrastructure component (such as an educational program) may be funded as part of an infrastructure project up to 10% of total construction cost. The deadline to submit the applications is Friday July 15, 2011. SRTS is a reimbursement program. Federal SRTS projects are 100% reimbursable where a determination has been made that all work is eligible. No local match is required. The California Department of Transportation (Caltrans) administers the SRTS Program in the Division of Local Assistance in partnership with the District Local Assistance Engineers (DLAE) in each of the 12 Districts. With the support of the Chula Vista Elementary School District, it is recommended that the City apply for the Federal Grant Funding for the following proposed pedestrian improvement projects. The City has met with representatives of the school district, who coordinate the "Safe Routes to School" program, regarding these proposed projects. All of the proposed improvements are within the two-mile radius from schools as required by the program. 10-2 7/12/11, Item ~'~ Page 3 of 4 1. Industrial Blvd -Pedestrian and Bicycle Improvements from Moss Street to `L' Street This project will benefit Harborside Elementary School. The proposed project is to install missing sidewalks and bike lanes along Industrial Blvd between "L" Street and Moss Street (Attachment 1). The scope of work consists of installing Portland Cement Concrete (P.C.C.) monolithic sidewalk, curb and gutter, ADA pedestrian ramps, asphalt concrete pavement, traffic control, and other miscellaneous items of work necessary for the project. Bicycle striping would also be added on "L" Street from Bay Blvd to Industrial Blvd in order to connect to the bike lanes on Bay Blvd. This project will complete a missing link in the City's bikeways along Industrial Blvd. It is also the City's #4 priority in the June 2010 Pedestrian Master Plan and the #7 priority for Class II Bike Lanes in the February 2011 Bikeway Master Plan. The projected cost for this project is estimated at $350,000. Walk San Diego received a Federal grant to prepare a pedestrian safety course for elementary school students called "Walk this Way". This training includes not only theory but an experiential event that simulates real-life situations that pedestrians may face. The event is generally set up in a school parking lot. Each course can accommodate about 30 students, and it is recommended that three courses be held at each location. The Federal grant only pays for the development of the course and materials. The SRTS cost will be approximately $1800 per class for the staff conducting the course. Walk San Diego staff recommended that the program be included as part of the application for the Industrial Blvd. and Loma Verde projects. The cost of $5400 for three classes is included in the above total estimate. The City has received other grants for sidewalks and other pedestrian and bicycle improvements along Industrial Blvd., including the Palomar Trolley Center grants, and grants for facilities between Palomar Street and Naples Street, and between Naples Street and Moss Street. The City applied for a State Bicycle Transportation Account (BTA) for bike lanes only between Palomar Street and LStreet/ Bay Blvd. during the Fiscal Year 2009-10 funding cycle, but was unsuccessful. 2. Loma Verde Elementary School Neighborhood Pedestrian Improvements The access to this school is from Loma Lane (north of East Orange Avenue and east of Hilltop Drive). One of the issues mentioned by local residents during the walking audit was accessibility. Currently pedestrians and cyclists who wish to access the school must cross a parking lot that is shared by the school and the recreation center. This creates several points of conflict between motorists and pedestrians/ cyclists. The purpose of this project is to provide a preliminary design for pedestrian and bicycle access ways for students that are safe and American with Disabilities Act (ADA) compliant. This will include a study of the circulation elements relating to the interior and exterior connections For all modes of transportation, consideration of alternative bicycle and pedestrian access from Hilltop Drive and the San Diego Gas and Electric property behind the school, consideration of lighting requirements and traffic calming, and redesign of the parking lot. The estimated projected cost of the study is $50,000, with an additional $5400 educational component, totaling $54,500. The educational program will be provided by Walk San Diego, as discussed above. 10-3 7/12/11, Item Page 4 of 4 3. Moss Street Sidewalk hnnrovements from Tobias Drive to Third Avenue The proposed project is centrally located in western Chula Vista and could benefit students attending Castle Park and St. Pius X Elementary Schools. The proposed project is to install missing sidewalks improvements along the north side of Moss Street between Third Avenue and Tobias Drive (Attachment 2). This will complete a missing link in sidewalk facilities. The scope of work consists of installing P.C.C. monolithic curb, gutter and sidewalks, ADA pedestrian ramps, striping, signage, asphalt concrete pavement, and other miscellaneous items of work necessary for the project. The projected cost for this project is estimated at $600,000. Staff originally proposed a fourth project to the Safety Commission that would have included conducting bicycle rodeos and other educational events and installing bicycle racks at several schools. According the SRTS Guidelines, this would have involved combining an infrastructure component (the bike racks) with anon-infrastructure component (bicycle rodeos and classes). Since the non-infrastructure component would be over 10% of the infrastructure portion, this project would not be able to be fully funded by this type of grant. Staff believes that this will be a stronger proposal for other upcoming funding programs, such as the Bicycle Transportation Account (BTA) and/or the Transportation Development Act (TDA). This will also allow more time to determine which schools should be included and to develop the program for the bicycle rodeos. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property that is the subject of this action. CURRENT YEAR FISCAL IMPACT It is proposed that these projects will be entirely funded through the grants, if received. Therefore, there should not be any fiscal impact associated with implementing these projects. ONGOING FISCAL IMPACT A minor amount of fiscal impact may be incurred in maintaining the improvements associated with the Industrial Blvd. and Moss Street projects. However, this cost may be offset by an increase in the life of the pavement in these areas due to a reduction of edge raveling. There may also be an indirect fiscal impact associated with the Loma Verde Elementary School project if the recommendations include the construction of improvements on City right-of--way. June 2011 '~ RESOLUTION 201 I,- RESOLUTION OF CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SUBMITTAL OF GRANT APPLICATIONS FOR THREE PROJECTS FOR FISCAL YEAR 2011-12 FEDERAL SAFE ROUTES TO SCHOOL FUNDING WHEREAS, section 1404 of the "Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users" (SAFETEA-LU) authorized the Federal Safe Routes to School Program (SRTS) in August 2005; and WHEREAS, program funding is intended to promote safe walking and bicycling to school for children in kindergarten through eighth grade; and WHEREAS, a Call for Projects has been announced for Fiscal Year 2011-12 funding; and WHEREAS, the deadline for submitting applications is July 15, 2011; and WHEREAS, staff recommends the submittal of the following three applications for SRTS funding: • Industrial Blvd. -Pedestrian and Bicycle Improvements from Moss St. to L Street (estimated cost $350,000) • Loma Verde Elementary School Neighborhood Pedestrian Improvements (estimated cost $54,500) • Moss Street Sidewalk Improvements from Tobias Drive to Third Avenue (estimated cost $600,000); and WHEREAS, at the June 1, 2011 meeting of the Safety Commission, a motion was made to support the submittal of grant applications for Federal Safe Routes to School funding: the motion passed unanimously by the six members in attendance; and WHEREAS, a local funding match is not required for the SRTS grant program. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the submittal of grant applications for three projects identified above for Fiscal Year 2011-12 Federal Safe Routes to School Funding.
