ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO ) A. Toups Corporation has submitted data to the City of Chula Vista for inclusion in the list of Environmental Impact Report Consultants. This firm has prepared environmental planning and engineering documents for the City in the past and is currently preparing a tentative subdivision map and environmental impact report for submission to the City. B. Toups has subcontracted with the following firms for services which they do not provide inhouse: 1. San Diego Acoustics (Noise) 2. Geocon, Inc. (Geology) 3. Soil, Geology & Testing Consultants , Inc . (Soils ) 4. A.M. Voorhees is a, member. of PRC* which is associated with Toups, Corp. (Traffic) 5. Projects with a low level of complexity will be done inhouse highly complex projects will involve other firms associated with PRC* (Economics) * Toups Corp. is a member of Planning Research Corp. The signed agreements with these subcontractors are attached. C. In accordance with the attached matrix, Toups Corp. has demonstrated that it has on its staff or has subcontracted with experts in all of the categories specified in the Environmental Review Policy. An informational brochure is presently being prepared and will be sent to you upon completion. Toups Corporation was founded 20 years ago in Orange County to provide engineering services to local communities. Today, Toups Corporation has 11 offices located throughout the nation and is headquartered in Santa Ana, California. Toups has a regional office located in La Jolla, approximately 17 miles from Chula Vista. Toups Corporation is also a member of Planning Research Corporation, (PRC),the worlds largest professional services company and is therefore able to draw upon the experience of all sister firms. This arrangement has allowed us to expand our expertise to include such fields as irrigation and drainage, sanitation, water pollution control, wastewater reclamation, petroleum handling and port facilities, while reducing the problems of time delays and quantitative disparities. Toups -La Jolla, has eight yoars of local experience, and is staffed with a multi-disciplined, planning, engineering and environmental analysis team which has gained a strong reputation for environmentally sensitive design. Office personnel includes urban plancl~~rs, engineers, graduate architect/ landscape architect, biologist, zoologist, archaeologist, draftsmen, graphic artists and field surveyors. Great importance is placed on the ability of key personnel to effectively communicate and inter-relate with public officials of all agencies,clients and members of the communities which we serve. Our wide range of expertise has allowed us to become involved in a variety of projects in southern California. These include Valle de Monserate, Hirsch Ranch and Dictionary Hill. Each presents special problems (topography, sensitive biological and/or archaeological resources, geologic hazards, etc.)and would provide a variety of services (park, trails, schools, commercial centers, etc.) to residents of the project and surrounding areas. Smaller standard subdivisions are also prepared and processed by Toups, with the same care and consideration given to larger projects. We are also familiar with Coastal Commission requirements when projects fall within their jurisdiction. Toups -La Jolla has conducted studies for several coastal cities, including Oceanside, Carlsbad, Coronado, Del Mar, San Diego, National City, Chula Vista and Imperial Beach. Just recently, Toups -La Jolla received an assignment from the City of San Diego to analyze the hydrology and potential for flooding of major canyons leading into the downtown area. Toups -La Jolla also conducts archaeology studies for private projects and public jurisdictions. Onsite investigation, report preparation and salvage excavations are performed. Projects presently underway include work for the City of Indio, the Coachella Valley Water District, the Olivenhain Municipal Water :District and numerous private land developments. We hope the above discussion and attached forms illustrate our ability to identify and deal with environmental issues in a sensitive manner.
