ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X ) A. BACKGROUND 1. The applicant has submitted a precise plan for the development of an employee parking lot at 371 and 377 "H" Street in the C-O-P zone. On July 13, 1977 the Planning Commission by a vote of 6-0 approved a conditional use permit (PCC-77-10) to utilize the properties for an employee parking lot. 2. A Negative Declaration on this project was certified by the Planning Commission on July 13, 1977 and is herewith forwarded to the City Council. B. DISCUSSION 1. Adjacent Zoning and Land Use North R-3 Two family and multiple family South C-O-P Single family, professional offices East C-O-P Apartments (28 units) West C-O-P Apartments (10 Units) 2. Existing Parking Needs Chula Vista Bay General Hospital received permission to construct a hospital on "H" Street in 1967. The required parking ratio was 1 parking space for each 12 beds, or a total of 240 parking spaces for 159 beds. The hospital presently has 248 on-site parking spaces; however, hospital activity and operations have changed and intensified over the years so that presently 250 employees are utilized on the day shift alone. The hospital was leasing 100 parking stalls from the adjoining vacant shopping center, however, that center is being remodeled and will soon reopen _ _(Continued on supplemental page 2) tXNlJillS Agreement Resolution X Ordinance Plat X Notification List, Res. BOARD/COMMISSION RECOMMENDATION On July 13, 1977 the Planning Commission, by a 6-0 vote (with one member absent) recommended that the City Council approve the precise plan for development of an employee parking lot at 371-377 H Street in accordance with Resolution PCM-77-21. COUNCIL ACTION Continued to August 16; 1977 Approved 8/16/77 Item No. ~= 4 _ For Meeting of 8/.16 77 Supplemental page 2 and the lease has been cancelled. The parking at Bay General Hospital is currently inadequate to meet the needs of the hospital. This is due in part to the adjoining Chula Vista Medical Center located on Fourth Avenue which has a joint parking agreement with the hospital. Increased activity at the Medical Center has prompted the Administrative Staff to prohibit employees from parking on the lot. The end result has been that employees have had to seek parking on the street which has placed a burden on adjacent residential streets. Aside from this request, the two facilities have been exploring other means of providing additional parking. The Medical Center has indicated a desire to lease approximately 60 parking spaces (40%) in the proposed parking lot. 3. Existing Site Characteristics The subject property is comprised of two lots containing a total of 1.25 acres (188' x 290'). The westerly lot is developed with a single family dwelling. The easterly lot is developed with asingle family dwelling, duplex and a triplex. These structures will be removed if this request is approved. The site is relatively level with a difference in elevation of only 5 feet from the front to the back. The natural drainage of this property is towards the northwesterly portion of the site. There are a number of existing trees on the site, only two of which (an olive and an oak tree ) will be subject to removal based upon the proposed plan. 4. Proposed Plan The proposed parking lot will consist of 150 spaces, thirteen of which will be for compact cars. Access is via a single two-way driveway 30' wide located at the center of the site. The front 25 feet will be landscaped and a 42 foot high decorative wall provided behind the landscaping. The existing trees will be augmented by additional trees on the northerly and easterly property lines as well as in the interior areas between the parking spaces. The applicant has indicated that if too many unauthorized cars begin to park in the lot, it may become necessary to post a security guard or install a pressure activated traffic control device, but neither is planned at this time. 5. Drainage The natural drainage of the property is away from the street toward the north- westerly corner. The adjacent property owner to the west has experienced some flooding in the past during rain storms. Field investigation has revealed that the properties just east of the subject property on both "H" and Roosevelt Streets, drain to the rear of the lost and to the west. While approval of this request would add approximately 1; acres of paving in the area thereby aggravating the down stream condition by increasing the amount of run off, it is not the obligation of this owner to solve the existing problem. C. ANALYSIS 1. Although the parking lot is on "H" Street some distance from the hospital and Medical Center Building, it has the advantage of being located on the north side of "H" Street thus insuring that the people parking in the lot will use the crosswalk and traffic light at Fourth Avenue and "H" Street. Employees presently parking on the street on the east side of Fourth Avenue and on Roosevelt cross Fourth Avenue in mid block. The proposed lot probably would not totally eliminate cars parking along Fourth Avenue and Roosevelt but it would discourage on street parking by giving the employees a safer alternative. 2. The solution to handling the drainage from this parking lot will be determined by the Engineering Department. At this point there are two choices; either allow the water to "sheet flow" onto the adjoining lot or bring in fill and raise the property so that it drains directly into "H" Street. 3. The development of the Court Complex at Third Avenue and "H" Street is still in the planning stages. Median dividers will be constructed on both Third Avenue and "H" Street and this could affect traffic circulation on "H" Street by eliminating left turn movement into or out of the site. CONDITIONAL USE PERMIT RESOLUTION N0. PCC-77-10 ~ 3 RESOLUTION OF THE CITY PLANNING COMMISSION GRANTING A CONDITIONAL USE PERMIT WHEREAS, a duly verified application for a conditional use permit was filed with the Planning Department on June 1, 1977 by Bay General Community Hospital, and WHEREAS, said application requested permission to redevelop two lots at 371 and 377 "H" Street in the C-O-P zone for an employee parking lot, and WHEREAS, the Planning Commission set the time and place for a hearing on said application and notice of said hearing was given by the mailing of a letter to property owners within 300 feet of the exterior boundaries of the property at least ten days prior to the hearing, and WHEREAS, the hearing was held at the time and place, namely 7:00 p.m. July 13, 1977 in the Council Chamber, City Hall, 276 Fourth Avenue, before the Planning Commission and said hearing was thereafter closed, and WHEREAS, the Commission found that in accordance with the Negative Declara- tion on IS-77-19 and the findings stated therein, this project will have no significant adverse environmental impacts and certified that the Negative Declar- ation was prepared in accordance with CEQA 1970, as amended. NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows: a. That the proposed use at the particular location is necessary or desirable to provide a service or facility which will contribute to the general well-being of the neighborhood or the community. The proposed use will help alleviate the problem of employees parking on the street in front of the nearby residences. The individuals using the lot are more likely to use the signalized intersection at fourth and "H" Street thus reducing any pedestrian and vehicular conflicts. b. That such use will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or work- ing in the vicinity, or injurious to property or improvements in the vicinity. The applicant wilt be required to drain the property in a manner acceptable to the Department of Public Works, thus it should not be detrimental to the health, safety or general welfare of persons or properties in the immediate vicinity. c. That the proposed use will comply with the regulations and conditions specified in this Code for such use. The proposed use will comply with regulations and conditions specified in the Code. d. That the granting of this conditional use will not adversely affect the General Plan of the City of Chula Vista or the adopted plan of any governmental agency. The General Plan will not be affected by the granting of this request. BE IT FURTHER RESOLVED that the City Planning Commission grants a conditional use permit to Bay General Community Hospital to redevelop two lots at 371 and 377 "H" Street in the C-O-P zone for an employee parking lot, subject to the following conditions: 1. The method of handling the surface run-off from the site shall be subject to the approval of the City Engineer. Plans showing the existing and proposed surface elevations, drainage facilities and affected offsite areas shall be submitted pursuant to such review. 2. The proposed light standards shall be subject to the approval of the Zoning Administrator. The light standards shall be decorative and shall not cast glare on adjacent properties. 3. A minimum 6 foot high solid wood fence shall be provided along the north, east, and west property lines to the front setback. 4. The existing trees which will remain shall be trimmed. 5. Any contemplated pressure actuated traffic control device shall be subject to review and approval by the Traffic Engineer. 6. This parking lot is approved for use by employees of the Bay General Hospi- tal and Chula Vista Medical Center only in order to ameliorate an existing parking problem. The extent to which this parking area may be used to provide the required off street parking for new construction on the Hospital or Medical Center site shall be determined at such time as such new construction may be proposed. This conditional use permit shall become ineffective and void if the same is not utilized within one year from the date of this resolution in accordance with Section 19.14.260 of the Municipal Code.
