On June 14, 1977, the City Council, by Resolution No. 8668, approved a
revised 5-year utilities undergrounding program for calendar years 1978-
1982. The undergrounding along Third Avenue from "G" Street to "K" Street
is in the calendar year 1978 program.
On June 29, 1977, Engineering ,staff and members of the Underground Utility
Advisory Committee conducted a field review for the undergrounding
of utilities along Third Avenue from "G" to "K" Street to determine the
proposed boundaries of the district. On August 3, 1977, an Underground
Utilities Advisory Committee meeting was .held in the Engineering/Planning
Conference Room to adopt the proposed boundaries of the district and to
establish phasing and. sequence of construction. The UUAC Committee approved
the boundaries of the district as shown on the plat titled "Third Avenue -
"G" Street to "K" Street - Proposed .Underground Utilities District No.
108."
The undergrounding of the utilities along Third Avenue from "G" to "H"
Street and from "I" to "K" Streets will be type "A" districts. That is,
the cost of undergrounding the utilities will be funded out of the funds
allocated by San Diego Gas & Electric Company. The undergrounding of
the utilities along Third Avenue from "H" to "I" Street will be a Type "B"
district, that is, the County of San Diego will pay for the undergrounding
of these utilities as a part of the overall development cost of the South
Bay Regional Center.
Section 15.32.130 of the-Chula Vista Municipal Code requires that City
Council set a public hearing to ascertain whether the public health,

STAFF RECOMMENDATION
City Council set a public hearing to be held at 7:00 p.m. in the Council
Chambers on September 13, 1977 in accordance with Section 15.32.130 of
the Chula Vista Municipal Code for the formation of an underground utility
BOARD/COMMISSION RECOMMENDATION district along Third Avenue from "G" Street
to "K" Street.

safety and general welfare requires the undergrounding of existing overhead
utilities within designated areas of the City and to give persons the
opportunity to speak in favor of or against the formation of a proposed
district to underground utilities.
Section 15.32.140 requires that the City Clerk notify all affected per-
sons and each utility company of the time and place of the public hearing
at least 15 days prior to the date of the public hearing. Notice shall
also be given by mail to all property owners and occupants of property
located within the boundaries of the proposed district. The City Clerk
. is required by this section of the Code to publish the Resolution of
Intention setting a public hearing in the local newspaper no less than
5 days prior to the date of the public hearing.
