A. BACKGROUND
1. The applicant has submitted a tentative subdivision map to divide 1.76 acres into
13 lots, 8 of which will be served by a private street. The property is located at the
northwest corner of Quintard Street and Tobias Drive in the R-1-5-P zone.
2. The Environmental Impact Report, EIR-76-1A, related to this project, was certified
by the Council last November in conjunction with the rezoning of the property.
B. DISCUSSION
1. Adjacent zoning and land use.
North - R-1 Single family residential
South - R-3-P-12 Primarily vacant, plus 2 single family dwellings
East - R-1-5-P One single family dwelling and approved tentative map for 13 lots
West - R-1-5-P Vacant and single family dwelling
2. Existing site characteristics.
The project site is a vacant 1.76 rectangular parcel located at the northwestern
corner of Tobias Drive and Quintard Street in the R-1-5-P zone. A natural drainage
course traverses the property, flowing north across the adjacent property to Provence Court.
3. Tentative map.
The developer proposes to divide the property into 13 single family lots, 8 of which
will be served by a private street measuring 24 feet wide with parking prohibited. The

BOARD/COMMISSION RECOMMENDATION
On July 13 the Planning Commission, by a 6-0 vote (with one member absent) recommended
that the City Council approve the tentative subdivision map for Shepherdville in accord-
ance with Resolution PCS-77-8.

design of the subdivision i.s similar to the approved tentative subdivision (Sweetheart
Manor) located at the northeastern corner of Tobias Drive and Quintard Street, which
will be divided into 13 lots with 8 lots served by a private street. The private street
proposed in this subdivision and the one proposed in the Sweetheart Manor subdivision
will line up directly with one antoher. The lots meet the standards for the R-1-5-P
zoning. The site will require that fill be imported in order to create a "pad" for the
houses. The lots at the northwesterly corner will be raised approximately 10 feet in
elevation. A retaining wall is provided at the rear portion of lots 3 and 4 in order
to provide adequate rear yard area (approximately 20 feet from the proposed dwellings
to the wall).
4. Drainage.
The lack of any improved drainage structure on this site, coupled with the inade-
quate drainage system on the adjacent lot to the north, has resulted in the flooding
of that property in the past. The developer has attempted to alleviate this situation
by providing an offsite drainage pipe across this property as well as through the
adjacent lot to Provence Court. Unfortunately, the owner of the adjoining lot has not
granted permission to install these facilities on his lot, therefore, an alternative
plan has been proposed which will divert the largest portion of the runoff from the
development on the east to Quintard Street then south on First Avenue, thus reducing the
size of the area which now drains into Provence Court. This alternative will reduce the
runoff through the adjacent property by approximately 50%.
5. Private street.
The private street (Joy Court) will be constructed to City structural standards
complete with street lighting. However, the westerly terminus will end in a "T" turn-
around rather than the standard cul-de-sac radius. Due to its relatively short length
(270 ft.) and the small number of dwellings served (8), the Fire Department has approved
the 60 ft. long "T" turnaround. Parking will be prohibited on the street, thereby
allowing for free access. Driveways will have sufficient depth to accommodate guest
parking. Four guest parking spaces are provided at the end of the "T" turnaround..
6. Sewers.
This section of Chula Vsita is currently experiencing sewer capacity problems. The
completion date for installation of new sewer lines to provide adequate downstream
capacity is unknown at this time. As a result, any approval of actual construction
projects requiring sewer connections must be conditioned upon the availability of sewer
capacity.
