A. BACKGROUND
1. The applicant has submitted a tentative subdivision map to divide 8.03 acres of
property located at the northerly terminus of Vista Way, west of Hilltop Drive and north
of "D" Street, into 36 lots in the R-1 zone.
2. A Negative Declaration on this project was certified by the Planning Commission
on July 13, 1977 which is herewith forwarded to the City Council.
B. DISCUSSION
1. Site characteristics.
The 8.03 acre site is essentially level with slopes on a small portion of the property
at the northwest corner. The slopes are part of the southerly slopes of the Sweetwater
Valley. The adjacent properties are zoned R-1 and developed with single family homes.
2. Streets.
The proposed subdivision will be served by extending Vista Way which presently stubs
into the property on the south end and completing a cul-de-sac extending in from Hilltop
Drive (Casselman Court). Hilltop Drive, north of Casselman Court, will be improved on the
west side up to the northerly boundary of the subdivision.
3. Proposed lots.
The average lot size is 7,670 sq. ft. and each lot fronts on a dedicated street. Six
of the lots are less than 7,000 sq. ft.; the ordinance allows up to 7 lots to be less than

On July 13, 1977 the Planning Commission, by a 6-0 vote (with one member absent)
recommended that the City Council approve the tentative subdivision map for Sweetwater
Bluffs in accordance with Resolution PCS-77-7.

4. Noise.
Lots 15, 16 and 17 are subject to exterior noise levels of 70 dBA emanating from
I-805 freeway. The acoustician retained by the developer has recommended that a 6
foot high block wall be erected on the rear property line of the affected lots as a
method of mitigation. While the block wall would reduce the exterior noise levels
and permit conventional construction of the homes, the desirability of these lots
would be reduced since a 6 ft. high wall would eliminate most of the view to the east.
