Director of Public Works/City Engineer ~~ SUBMITTED BY ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X ) On October 12, 1976 the City Council indicated its desire to participate with the Montgomery Sanitation District in designing a relief sewer for the Castle Park area. The existing facility carries sewage from an area of the City generally bounded by Third Avenue, Hilltop Drive, Naples Street and Orange Avenue, and from County territory. The flows from the City area are greater than were anticipated when the sewer was designed and, conse- quently, the sewer is overloaded. A moratorium on new connections to the system has been in effect since July 1976. The City Council action on October 12, included the acceptance of a recom- mendation to authorize the Sanitation District to design the relief facility and to pay for the design cost on a fair share basis. The design of the Castle Park Relief Sewer is virtually complete. The total engineering and administrative costs have been estimated at $21,098. A portion of this amount will be set aside for construction inspection and may be paid with federal funds. The agreement describes the facility to be constructed and designates the Montgomery Sanitation District as the responsible jurisdictional agency. The method by which the sharing of costs between the District and Chula Vista is to be determined is described and the time at which the partici- patory funds are to be deposited by Chula Vista is stated. Chula Vista is authorized to discharge a maximum peak flow of 1.18 million gallons per day (combined) into the existing sewer and the proposed relief sewer. Any cost of future major repairs or reconstruction is to be shared on the basis of each agency's reserved capacity in the existing and proposed EXHIBITS (continued on supplemental paae 2) Agreement, Resolution x Ordinance Plat Notification List Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT The. FY 1977-78 Budget included $20,000 for this project in C.I.P. Item RC-2. It is anticipated that $14,030 will be required to pay for the City's share of the project cost. Deposit of City funds is not required until shortly before the construction contract is awarded. STAFF RECOMMENDATION Approve agreement and authorize mayor to sign for City. The full construction cost of the relief facility is expected to be $99,435 as shown on Exhibit M of the attached proposed agreement. Phase 2 Public Works Employment Bill funds, covering this construction cost have been offered to the County. The Castle Park Relief Sewer ranks fourth among approximately 25 projects that are proposed by the County and County offi- cials are confident that the project will be built with PWE funds. However, in the event that these federal funds do not materialize, this agreement provides for Chula Vista to pay 66.5 of all project costs. Under this condition the total cost to Chula Vista would be approximately $80,155. A draft Negative Declaration for this project was issued by the Environ- mental Review Committee on September 30, 1976. The County's Environmental Review Board indicated concurrence with it on November 4, 1976. RLD/rl AR 001
