OF THE CITY OF CHULA VISTA
March 3, 2011
3:00 p.m.
A Workshop of the City Council of the City of Chula Vista was called to order at 3:05 p.m. in
the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL:
PRESENT: Councilmembers Aguilar (arrived at 3:07 p.m.), Bensoussan, Castaneda,
Ramirez, and Mayor Cox
ABSENT: None.
ALSO PRESENT: City Manager Sandoval, City Clerk Norris, and Sr. Deputy City Clerk
Bennett
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Former Coronado Mayor, Mary Herron, led the Pledge of Allegiance.
PUBLIC COMMENTS
There were none.
WORKSHOP
CHULA VISTA'S AFFORDABLE HOUSING PROGRAM
City Manager Sandoval introduced Assistant City Manager/Development Services Director
Halbert, who introduced Redevelopment and Housing Manager Mills and Principal Project
Coordinator Hines, who presented information on affordable housing that included housing
needs, legal requirements, and accomplishments of the last housing element cycle. They also
provided a regional perspective of affordable housing.
Staffinember Mills then introduced the following guest speakers who provided information on
affordable housing in the region:
Doris Payne-Camp, representing the San Diego Housing Federation
Mazy Herron, representing the Parker Foundation
Bazbaza Mandel Pache, representing San Diego Grant Makers
Discussion ensued regarding balanced communities.

Councilmember Castaneda commented on the need for preventive measures to combat
homelessness.
Councilmember Aguilar suggested avoiding further concentration of affordable housing in
existing low-income areas.
Deputy Mayor Ramirez commented on the need for a balanced community citywide, and to
address the problem of homelessness in the City.
Councilmember Bensoussan suggested looking at affordable housing only at transit focused
azeas, and attracting projects with smaller numbers of affordable housing in areas outside of
trolley stations, so as to get discretionary income in the heart of downtown. She suggested
looking at affordable housing in the form of small rehabilitation projects of 6 to 24-unit
buildings.
Councilmember Aguilar suggested a workshop on the subject of revitalization.
Councilmember Castaneda requested an analysis of the cost effectiveness of building affordable
housing.
Mayor Cox commented on the need for balanced housing county-wide, as well as a need to
balance workforce housing with otherwise affordable housing.
ADJOURNMENT
At 5:17 p.m., Mayor Cox adjourned the meeting to a potential Special Meeting on Mazch 7, 2011
at 5:00 p.m., at Just Java Cafe, 285 Third Avenue, and thence to a Special Meeting of the City
Council on Mazch 8, 2011, at 5:00 p.m., in the Council Chambers.
