HomeMy WebLinkAboutReso 1988-13565 RESOLUTION NO. 13565 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AFFIRMING THE TRIAL TRAFFIC REGULATION REDUCING THE SPEED LIMIT ON NIRVANA AVENUE BETWEEN OTAY VALLEY ROAD AND ENERGY WAY The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, pursuant to the provisions of Section 10.12.030 of the Chula Vista Municipal Code, adopted by Ordinance No. 1625 on May 27, 1975, affirming a permanent speed limit on Nirvana Avenue between Otay Valley Road and Energy Way for 25 mph is in the interest of minimizing traffic hazards and congestion and promotion of public safety, and WHEREAS, on June 24, 1987, a Trial Traffic Regulation was established for Nirvana, and WHEREAS, Section 10.12.030 of the Municipal Code only allows a Trial Traffic Regulation to exist for eight months, at which time either a resolution affirming the Trial Traffic Regulation must be adopted or the Trial Traffic Regulation ceases to be effective, and WHEREAS, it is staff's recommendation that the Trial Traffic Regulation adopted June 1987 be affirmed, and WHEREAS, the Safety Commission at its meeting of April 14, 1988 voted 7-0 to accept staff's recommendation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby affirm the Trial Traffic Regulation reducing the speed limit on Nirvana Avenue between Otay Valley Road and Energy Way of 25 mph. Lippitt, Director of Public Works SUBJECT: Trial Traffic Regulation Pursuant to the provisions of Section 10.12.030 of the Traffic Code of the City of Chula Vista adopted by Ordinance No. 1625 on May 27, 1975, the City Engineer has determined that in the interest' of minimizing traffic hazards and congestion and for the promotion of public safety, there is hereby established SCHEDULE X - Decreasing State Law Maximum Speed Limits in Certain Areas Name of Street Beginning At Ending At Proposed Speed Limit ,~. Nirvana Avenue Otay Valley Road Energy Way 25 M.P.H.- Nirvana Avenue between Otay Valley Road and Energy Way is a two lane north- south industrial street. It is 52 feet wide curb to curb. Traffic Engineering speed surveys indicate an 85th percentlie speed of 39 M.P.H. However, the design speed is less than 30 M.P.H. Therefore, a 25 M.P.H. speed limit is recommended. Said regulation to become effective upon the posting of signs or other appropriate notice, and shall run for a trial period of eight (8) months from the date of such posting, at which time a review of said regulation will be made to determine if it should be made permanent.
