The Unified Port District has awarded a 2 year contract for the dredging of
the Chula Vista Boat basin at the foot of "J" Street and the construction of
a wildlife reserve. The wildlife reserve is to be constructed with the
dredged material from the Boat basin. The contractor, RIHA Construction Co.,
will haul this dredged material in large rear end dump trucks to the site of
the wildlife reserve through .the San Diego Gas & Electric Company's South
Bay Plant.
RIHA Construction Co. is requesting permission from the City of Chula Vista
to construct a 20 foot wide haul road across the "J" Street Park. The haul
road would be constructed along the southerly edge of the park adjacent to
the existing drainage channel.
The reason for the Contractor's request is that he would prefer to not drive
heavy trucks on "J" Street. For the weight of the loads that these trucks
will be carrying and for the number of anticipated trips these trucks will
be making, it is very probable that the existing pavement would be damaged
beyond its useful and serviceable life. It is anticipated that a certain
amount of dredged material would fall upon the street, if "J" Street was
used as the haul road, and this would represent a continuous maintenance
problem to the contractor over a two year period and an inconvenience to
motorists using the street. The use of "J" Street by the contractor would
also require that normal two-way vehicular traffic be detoured to the north
half. of the street to avoid conflict between vehicular traffic and the. heavy
trucks..
The Director of Parks and Recreation has reviewed the request for an encroach-
ment permit. Construction of the haul road will require the removal of seven

None. The contractor will assume any financial obligation to maintain
and restore park to its present state upon completion of the wildlife reserve.

irrigation heads and relocating them 20 feet north of their present
location. The haul road will also mean the temporary loss of approximately
20 feet of turf for-the entire length of the -park along its southerly
boundary. It will not be necessary to move the existing ramaaas since
there is ample clearance between them and the southerly edge of the drain-
age ditch. The Director of Public Works and the Director of Parks and
Recreation recommend the granting of the encroachment permit for the
following reasons:
1. It is preferable and more economical to repair damage done to the turf
area within the park than to repair and restore damage to the street
resulting from the heavy trucks.
2. Placement of the haul road along the southerly 20 feet of the park
would be less disruptive to persons using the park.
If the City Council approves the Contractor's request for the issuance of
an encroachment permit for the construction of a 20 foot wide haul road
along the southerly 20 feet of the park, the encroachment permit should
be issued with the following conditions:
1. The contractor shall pay all costs for the relocation of the existing
sprinkler heads.
2. The contractor shall construct a temporary 6 foot high wire fence
along the northerly boundary of the haul road. This is to prevent
any conflict between users of the park and the heavy truck traffic.
3. Hauling of dredged material will not be permitted on Saturday or
Sunday.
4. The contractor shall restore the park site to its present state upon
completion of the wildlife reserve.
5. The contractor shall post a $5,000 bond which guarantees the restora-
tion of the park site.
6. The contractor shall maintain the restored park area for a minimum
period of 90 days and until accepted by the Director of Parks and
Recreation.
7. All other conditions as contianed on the encroachment permit, form
PW-E-15.
The applicant, RIHA Construction Company, has no objections to these
conditions.
