The final map for Bonita Ridge Estates, Unit #3 Subdivision has been checked
by the Engineering Division and found to be in conformity with the tenta-
tive map approved by the City Council on February 5, 1974 by Resolution
No. 7165. The Planning Commission, on June 28, 1976, granted an extension
of time for the tentative maw making the expiration date Augusts 5, 1977.
Clara Vista Corporation, the subdivider, has paid all fees and submitted
all bonds and required documents. Approval of the final map includes the
dedication for a portion of Palm Drive and Fallbrook Court. Easements are
being dedicated to the City for storm drain, sewer, street trees, access
and public utilities. Lots 1.40, 154, 155 and 156 are being dedicated to
the City for park, recreational, open space and other public uses.
The approved tentative map shows 4 lots to be served by a 350 foot long pri-
vate street extending west from the end of Fallbrook Court. The new devel-
opers of this property, Clara Vista, have been working with the Planning
and Engineering staffs in an attempt to eliminate this street by relocating
two lots at the end of Fallbrook, moving one other lot to a location behind
the California American Water Company pump station adjacent to lot 119
also on Fallbrook Court, and, finally, by moving the fourth lot to the west
of lots 152 and 153 which are served by Palm Drive.
The net result of this change, which is supported by the Planning Department,
results in considerably less grading at the end of Fallbrook and preserves
a substantial amount of natural vegetation located in that area. The two
new areas in which grading will take place, consisting of the area behind
Cal-Am's pump station and the area west of lots 152 and 153, are areas
which were already partially disturbed through road construction, or are
areas requiring little grading to create a developable site. The only

change in traffic will result in the shifting of one lot to Palm Drive
which staff considers as insignificant.
The Director of Planning and Director of Public Works recommends that the
City Council approve of the relocation of the 4 lots as shown on the
final map.
It should be noted that under a condition of approval of the original
Bonita Ridge subdivision, the developer will be required to pay park fees
upon issuance of building permits. Therefore, these fees will be collected
as residential construction tax in accordance with the City's scheduled fee.
The Long Canyon Drainage Channel which is a natural water course and carries
the flow behind the homes fronting Acacia Avenue parallels the easterly
subdivision boundary. The County Department of Sanitation and Flood Control
has a preliminary plan for improving certain reaches of this natural water
course with a concrete lined trapezoidal channel 6' deep and with an 8'
wide bottom. The County has established a preliminary assessment to be
charged against all properties within the Long Canyon Basin. This prelim-
inary assessment is $512 per acre. Through the levying of this assessment
against the 781 acres within the Basin, the County will collect sufficient
funds to construct the. ultimate drainage improvements within the natural
water course sometime in the future. The developer, Clara Vista Corporation,
has elected to pay this preliminary assessment of $512 per acre in lieu of
constructing the ultimate channel improvements within the subdivision. The
developer has made a Cash Bond deposit in the amount of $19,486.72 with the
City Finance Officer.
It is appropriate for the developer to pay this fee in lieu of constructing
the ultimate channel improvements for the following reasons:
1. The natural water course meanders in and out of the developer's
property and across the property of adjacent property owners
who are responsible for constructing their proportionate share
of the drainage improvements.
2. Construction of the ultimate channel improvements for the entire
length of the water course which abuts the developer's property
would impose a financial hardship on the developer in that he
would have to construct improvements in excess of benefits that the
developer would receive from the construction of the drainage
facilities.
3. Construction of the ultimate drainage improvements is impractical
and premature because of the present grade and alignment of the
channel.
4. Run-off from the subdivision has no significant effect on the
present flow within the channel.
5. The ultimate drainage improvement should be constructed as one
project in accordance with an overall drainage plan for the Long
Canyon Basin.
The developer, at his expense, will be constructing a low flow concrete
lined channel within the Long Canyon natural drainage course to carry any
trickle flow or nuisance water coming from his development. The developer
is also constructing a major drainage structure where the water course crosses
Fallbrook Court.
The payment of the $512 per acre assessment by the developer will fulfill
all future obligations for the construction of drainage improvements within
the Long Canyon Basin for those properties lying within the boundaries
of Bonita Ridge Estates, Unit #3 Subdivision.

The developer has also sent letters to all property owners who own property
abutting the open space lots being accepted by the City Council, which are
dedicated by the developer on the final map, notifying these property owners
to remove any encroachments which they may have upon these open space lots.
