At 11:00 a.m. on August 17, 1977, in the Engineering/Planning Conference
Room, the Director of Public Works received sealed bids for the construc-
tion of Mueller Neighborhood Park, Phase II. The scope of the project
includes a minor modification to the existing parking lot, the construc-
tion of a concrete multi-purpose court and the construction of a wood
overhead structure.
Bids were received from two contractors as follows:
1. Fritz A. Nachant, San Diego - $36,814.50
2. T. B. Penick & Sons, San Diego - $37,131.50
The low bid submitted by Fritz A. Nachant exceeds the Engineer"s estimate
by $8,969.50. This low bid exceeds the Engineer's estimate of $27,845
by 32~. The Engineer's estimate was prepared by the City's consulting
landscape architect, Van Dyke and Halsey.
Steven L. Halsey, the City's consultant, has reviewed the two bids that
were received. It is his recommendation that the City reject all bids
received on August 17, 1977 and re-bid the project. The reasons for his
recommendation are as follows:
1. Upon close analysis and comparison of the bids it was observed
that the cost of individual bid items vary greatly between the
two contractors submitting bids. There appears to be no logical
explanation why the cost of individual bid items are so far
apart.

2. The fact that only two bids were received makes it questionable
whether the City obtained competitive bids. It is difficult to
evaluate these two bids without a third bid or more by which to
judge them.
3. This is a period in which contractors are currently extremely
busy. Small contracts are, therefore, not as desirable as con-
tracts with a much larger dollar value. Since small contracts
are not desirable at this time, contractors are tending to bid
these type contracts much higher than they normally would.
The Director of Community Development, the Director of Parks and Recrea-
tion, and the Director of Public Works concur with the consultant's recom-
mendation to reject all bids and to re-advertise the project.

On August 17, 1977, I met with you to discuss the bids received on Mueller
Park, Phase II.
Upon close analysis and comparison of the bids, individual bid items varied
greatly to the extent that there was no logic in the bids received. It also
appears that contractors are currently extremely busy and small contracts
are not as desirable, therefore bids submitted are not as competitive and
are over inflated to the disadvantage of the City. The fact that only two bids
were received makes it difficult and makes them questionable, especially
without a third bid to judge them by.
It is my recommendation that the City reject all bids received and rebid.
