' _ ~ Item No. 12 For meeting of 9/13/7 7 ITEM TITLE Resolution 8818: Amending Resolution No. 7868 of the City Council, Which Established an Underground Utility District on Main Street and Otay Valley Road from Beyer Way to 2100 Feet E st of Hilltop SUBMITTED BY DriDirector of Public Works/City Engineer ~/~ ~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) On August 19, 1975, the City Council, by Resolution 7868, established an underground utility district on Main Street and Otay Valley Road from Beyer Way to 2100 feet east of Hilltop Drive. This undergrounding district is a joint district between the City of Chula Vista and the County of San Diego. All overhead facilities within the boundaries of the district are being undergrounded in conjunction with the County's widening of Main Street and Otay Valley Road, which is also a joint project between the City and the County. The County of San Diego is financing the entire cost of undergrounding from funds allocated to the County of San Diego by San Diego Gas & Electric Company. Preliminary plans prepared by San Diego Gas and Electric Company for the conversion of the overhead facilities included the conversion of two over- head crossings of Main Street in front of their substation east of Albany Avenue. These two overhead crossings carry three 12 KV circuits. The conversion of these two overhead crossings would eliminate two poles on each side of Main Street. Poles No. 89452 and 89454 are located on the north side of Main Street and are within the City of Chula Vista. San Diego Gas & Electric Company has informed the County of San Diego that their system planning department has a special budget project, scheduled for 1979, which will reroute the above three mentioned 12 KV circuits. The work planned by San Diego Gas & Electric Company will remove these three overhead circuits crossing Main Street and will place them under- ground into the Albany Avenue Station. Conversion of these circuits are to be deferred until 1979 when San Diego Gas & Electric Company will underground these BOARD/COMMISSION RECOMMENDATION circuits at their expense. I tem No . 12 Supplemental Page 2 The County of San Diego is requesting that the City of Chula Vista exempt the conversion of the three 12 KV circuits leading into the Albany Avenue Station at this time and exempt the removal of the two poles lying within the City of Chula Vista on the north side of Main Street. To exempt the conversion of these three 12 KV circuits at this time and postpone conversion until 1979 would result in a savings of approximately $45,000 of allocated County funds since San Diego Cas & Electric Company would bear the entire cost of their conversion. Engineering staff has reviewed the County of San Diego's request and finds that it is appropriate at this time to exempt the conversion of the three 12 KV curcuits crossing Main Street and the removal of the two poles lying within the City of Chula Vista. Approval of the County's request will require an amendment to Resolution 7868, which established the underground utility district for Main Street and Otay Valley Road. The amendment need only exempt the conversion of the three 12 KV circuits crossing Main Street which lead into the Albany Avenue Substation and the removal of the two poles which lie within the City of Chula Vista.
