HomeMy WebLinkAboutAgenda Statement 1979/02/27 Item 09CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT Item No. 9 For meeting of 2/27/79 ITEM TITLE Resolution ~J~/~ Accepting Bids and Awarding Contract for Construction of a Storm Drain System in Madrona Street and Del Mar Avenue and Improvement of the Alley South of Madrona Street and West of Del Mar Avenue SUBMITTED BY City Engineer via Director of Public Works ~~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) At 11:00 a.m. on February 1, 1979, in the Engineering Conference Room, the City Engineer received sealed bids for "The Construction of a Storm Drain System in Madrona Street and Del Mar Avenue and Improvement of the Alley South of Madrona Street and West of Del Mar Avenue." The scope of the project includes: the installation of P.C.C. alley paving, rolled curb, storm drain pipe, inlets, cleanout, drainage outlet structure, clearing, grubbing and grading, A.C. and P.C.C. removal, restoration of property, and other related items of work. The project will eliminate water flowing through a partial collapsed culvert under a private residence at the northwest corner cf Del Mar and Madrona. Bids were received from four contractors as follows: Alternate I Alternate 2 1. G. R. Henderson Contractors, Inc. - S.D. $75,074.00 No Bid 2. T. B. Penick & Sons, Inc. - S.D. 84,516.00 $85,817.00 3. Walter H. Barber & Son - La Mesa 85,109.98 No Bid 4. Metro-Young Construction Co. - S.D. 113,855.00 108,295.00 The difference between Alternate 1 and Alternate 2 is in the type of pipe used in the construction of the storm drain system. Alternate 1 uses Reinforced Concrete Pipe (RCP) and Alternate 2 uses Corrugated Steel Pipe (CSP) with a fully lined interior. The bid proposal allowed the City to choose the low bid from either alternative. We recommend Alternate 1 storm drain system. The SLH:nr/AO-005 Agreement Resolution x using the Reinforced Concrete Pipe in the low bid for this alternate was considerably - EXHIBITS (continued on supplemental page) Ordinance Plat x Notification List Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT Cost of project is being financed with Block Grant funds. The low bid submitted by G. R. Henderson Contractors, Inc. is above the Engineer's estimate by $19,389. This low bid is above the Engineer's estimate of $55,685 by 34.8%. We have compared the bids with the consulting Engineer's estimate. The price to install drainage improvements; i.e., trenching, concrete pipe and outlet structure, is considerably higher than it was last year (when the project was budgeted). Since we had four contractors bid on the project, we don't believe we could get a better price by readvertising and therefore recommend that the project be awarded. The Federal Department of Housing and Urban Development has reviewed and approved the low bidder's eligibility to participate in a federally financed Block Grant Project. A transparency is available for Council viewing. FINANCIAL STATEMENT Funds have been budgeted in the third year block grant program for this project. However, the amount of funds budgeted are insufficient. It will be necessary to transfer a portion of the funds budgeted in the fourth year block grant program from the "Central Basin Drainage Culvert, "G" to Parkway" project to provide sufficient funds. This type of adjustment is allowable under Block Grant Regulations. It should be noted that additional funds may need to be appropriated for the Central Basin Drainage Culvert. The latest Engineering Dept. rough estimate for that project indicates that $70,000 to $100,000 may need to be additionally appropriated for that project assuming $31,400 is transferred to the Madrona Alley project. Unencumbered funds are available for this project as follows: 1. Storm Drain at Madrona, BG-39 2.
