RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA RATIFYING AN AMENDMENT TO THE
CONTRACT WITH JHK & ASSOCIATES FOR DEVELOPMENT
OF THE CIRCULATION ELEMENT FOR THE GENERAL
PLAN AND APPROPRIATING FUNDS THEREFOR
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, in November, 1986, Council awarded a contract
to the firm of JHK & Associates to update the Circulation Element
of the General Plan, and
WHEREAS, on March 10, 1987, Council approved the First
Amendment to the Agreement adding a new Scope of Services to
include network coding not performed by SANDAG at an additional
cost of $12,300, and
WHEREAS, on August 11, 1987, Council approved a Second
Amendment to said Agreement adding an additional Scope of
Services to modify the transportation analysis zone network for
the eastern territories and central Chula Vista and assigned

WHEREAS, the contract expired on December 31, 1987, and
WHEREAS, JHK & Associates has continued to work on
development of the Circulation Element of the General Plan
particularly including new tasks related to Scenario 4, not
previously included in the Scope of Work, with the understanding
they were taking a risk by not having an existing agreement, and
WHEREAS, it is now estimated that work on the new tasks
related to Scenario 4 will not be completed until September 30,
1988.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that the attached Third Amendment to
Agreement is hereby ratified and approved.
BE IT FURTHER RESOLVED that the sum of $50,598 be, and
the same is hereby appropriated from the unappropriated balance
of the EastLake I Development Impact Fund for the additional work.

THIRD AMENDMENT TO AGREEMENT FOR ENGINEERING
SERVICES BETWEEN THE CITY OF CHULA VISTA AND
JHK & ASSOCIATES CONSULTING ENGINEERING SERVICES
FOR A CIRCULATION ELEMENT
WHEREAS, the parties entered into an Agreement
November 18, 1986 for the performance of certain engineering
services related to the Circulation Element of the City's General
Plan, and
WHEREAS, the said agreement was amended to add
additional tasks on March 10, 1987, and
WHEREAS, said agreement was a'mended a second time on
August 11, 1987 to add still additional tasks not called for in
the original agreement for additional compensation, and
WHEREAS, said agreement contained a termination date of
December 31, 1987, but Contractor continued to perform services
at the request of City pursuant to said agreement in addition to
those services called for in the agreement~ and
WHEREAS, additional work is further required to finalize
work on Scenario 4 of the City's proposed Circulation Element, and
WHEREAS, the parties desire that Contractor complete the
work associated with the Circulation Element.
NOW, THEREFORE, the parties agree as follows:
1. Paragraph VII of the original agreement is amended
to change the termination date from December 31, 1987 to
September 30, 1988.
2. Attachment A to the original agreement is amended by
adding 96 hours to Task 2 (for additional compensation in the
amount of $5,568) and is further amended to add up to 120 hours
to Task 2 to be performed between January 1, 1988 and September
30, 1988 (for an amount not to exceed $6,600).
3. Attachment A to the original agreement is further
amended to add the following additional services to be performed
between January 1, 1988 and September 30, 1988:

1. Prepare a policy for intersection geometrics based
on roadway classification. Focus on central Chula Vista
urban conditions and iOput on the treatment for eastern
territories intersections will be provided. (Cost:
$2,650).
2. Perform initial coding of preliminary land use data
and network siting for Scenario 4. (Cost: $4,500).
3. Incorporate latest City documents pertaining to
transit, bikes and scenic routes into the General Plan
document. JHK will develop brief text descriptions of
these three topics and provide individual graphics
illustrating each element. (Cost: $4,000).
4. Miscellaneous expenses through September 30, 1988 at
not to exceed the following costs:
Reproduction: 280
Graphic production: 400
Communications: 500
Transportation: 320
Travel Accommodations: 300
Miscellaneous: 200
Cost: $2,000
5. Further testing and reporting work on Scenario 4
"Ultimate Land Use". This testing activity will involve two
separate land use alternatives. Alternative 1 will test the Otay
Mesa at 50% of its ultimate development. Alternate 2 will test
buildout conditions on the Mesa. This testing will be completed
by mid-April, 1988 and network impacts and findings prepared for
presentation to City Council on April 28, 1988. Results of
Alternative 1 network testing will be prepared JHK & Associates.
Alternative 2 will 0e supplied through JHK based on data supplied
by SANDAG. To be performed in accordance with the detailed task
description attached marked Exhibit 1. (Cost: $15,158)
6. Paragraph VIII of the original agreement is hereby
amended by increasing the amount of $75,670 Oy the amount of
$5,568 attributable to the excess 96 hours of meetings attended
for the period of the initial contract through December 31, 1987.
7. Paragraph VII of the original agreement is further
amended by further increasing the amount of $75,670 by the amount
of $34,908 attributable to the new tasks to be performed set
forth above.

8. All other terms and conditions of the agreement
remain unchanged.
IN WITNESS WHEREOF, City and Consultant have executed

INTRODUCTION
The purpose of this proposa! is to describe the scope of work add cost estimate
for performing additiorial work on the study, "Circulation Element Update for the
Chula Vista General Plan." The scope of work covers activities associated with the
modification of land use and highway network files that serve as input to the
SANDAG planning model. This modification effort will result in new SANDAG data
files reflecting the "buildout" land use and network requirements. for Scenario
The land use base will be supplied by P & D Technologies.
The current scope of the study covers the development and testing of separate
circulation elements for three land use scenarios developed by P & D and the
refinement of the circulation elements for the selected scenario. 3HK has
completed the initial network testing of the three land use scenarios prepared by
P & D. As originally contracted, a final network testing run of one of the original
three land use alternatives could be performed by 3HK as directed by the city. This
task also includes the analysis of the computer output and reporting of the findings
to the City of Chula Vista if this additional testing is required. Since Scenario
does not reflect one of the original scenarios, effort will be required to modify the
SANDAG highway and land use databases to represent Scenario
LAND USE MODIFICATIONS
3HK will be responsible for the conversion of Scenario 14 land use to the
SANDAG Transportation Analysis Zone (TAZ) structure. This land use data will be
supplied to 3HK by P & D Technologies in a format similar to that developed for
Scenarios 1, 2, and 3. Upon the determination of TAZ land use for Scenario % 3HK
will provide P & D and the City with a proof copy of the model-ready land use data
lor review and approval prior to initiating SANDAG computer model testing runs.
As directed by Mr. Bud Gray, this land use modification task only involves
those TAZ's located in the Eastern Territories. All other planning area. s in the
Sphere of Influence and on the Otay Mesa will retain the Iand use levels that were
used in the SANDAG model for testing Scenarios 1, 2, and 3.
