Landscape services provided in these contracts include tree, shrub, groundcover, and turf maintenance in various areas in Chula Vista. A total often (10) bid packages combining together from two (2) up to six (6) Open Space and Community Facility Districts were advertised on Mazch 18 and 25, 2011. Twelve contractors attended a mandatory Pre-Bid Conference and tour on Mazch 29, 2011. ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the proposal consists of continuing city maintenance activities, which will not result in any adverse physical change or impact to the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. 3-1 6/14/11, Item 3 Page 2 of 2 RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION Bids from six (6) qualified landscape maintenance firms were received at a public bid opening on April 14, 2011. R.C.'s Landscape was selected as the lowest responsive and responsible bidder for this bid package. Landscape services provided in these contracts include tree, shrub, groundcover, and turf maintenance in various azeas in Chula Vista. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found a conflict exists, in that Council Member Aguilaz has property holdings within 500 feet of the boundaries of the property, which is the subject of this action. CURRENT FISCAL IMPACT: There is no duect fiscal impact to the General Fund from approving this resolution in that funds expended for this contract aze maintained within existing Special Tax Assessment District budgets. Purchase orders will be issued as authorized departmental requests aze received. ONGOING FISCAL IMPACT: There is no ongoing fiscal impact to the General Fund as the funds expended for these contracts aze maintained within existing Special Tax Assessment District budgets. NOW, THEREFORE BE IT RESOLVED THAT the City Council of the City of Chula Vista does hereby. award one (1) landscape maintenance contract for five (5) Open Space and Community Facility Districts to R.C.'s Landscape for the period from July 1, 2011, through June 30, 2012; and authorizing the purchasing agent to renew the agreement for five (5) additional, one (1) year option periods.
