HomeMy WebLinkAboutReso 2011-088RESOLUTION NO. 2011-088 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2010/2011 CIP AND AMERICAN RECOVERY AND REINVESTMENT ACT BUDGET, ESTABLISHING AND CREATING A NEW CAPITAL IMPROVEMENT PROJECT TF-381 "CHULA VISTA STARTS PROGRAM," AND APPROPRIATING $50,000 TO THE AMERICAN RECOVERY AND REINVESTMENT ACT FUND FROM THE SAFE ROUTES TO SCHOOLS CAPACITY BUILDING AND PLANNING GRANT PROGRAM WHEREAS, on February 8, 2011, the City Council approved Resolution No. 2011-018 authorizing the filing of an application for the Safe Routes to School Capacity Building and Planning Grant for the implementation of a middle school audit to determine appropriate bicycling and pedestrian routes to local middle schools; and WHEREAS, on Mazch 25, 2011, SANDAG's Board of Directors authorized Communities Putting Prevention to Work (CPPW) funds for the following project: "Students Taking Active Routes to School (STARTS) Program;" and WHEREAS, the City of Chula Vista has been awarded up to $50,000 in American Recovery and Reinvestment Act (ARRA) grant funds for the Safe Routes to School Capacity Building and Planning Grant Program, for the following project: a middle school audit to determine appropriate bicycling and pedestrian routes to local middle school and develop a "Suggested Routes To Schools" map; and WHEREAS, the City of Chula Vista understands that the CPPW Grant funding is fixed at the programmed amount, and therefore project cost increases that exceed the grant awarded will be the sole responsibility of the grantee; and WHEREAS, due to the federal requirements for the ARRA funds showing and reporting that progress is being made on the grants on a monthly basis, work must commence this fiscal yeaz and the grants have to be completed by February 1, 2012; and WHEREAS, per Resolution No. 2011-018, the City has executed the SANDAG grant agreement and must amend the Fiscal Year 2010/2011 Capital Improvement Program budget to create a new project TF-381 "Chula Vista STARTS Program" so that work can commence this fiscal year. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the Fiscal Year 2010/2011 Capital Improvement Program budget, establish and create a new project TF-381 "Chula Vista STARTS Program," and appropriating $50,000 to the CIP Expenditure Category of the American Recovery and Reinvestment (ARRA) Fund from the Safe Routes to School Capacity Building and Planning Grant Program, which will be reimbursed for eligible expenses by the grant for a middle school audit to determine appropriate bicycling and pedestrian routes to local middle schools and develop a "Suggested Routes To Schools' map.
