HomeMy WebLinkAboutReso 2011-087RESOLUTION NO. 2011-087 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2010/2011 CIP BUDGET, ESTABLISHING AND CREATING A NEW CAPITAL IMPROVEMENT PROJECT TF-380 "SENIORS, SIDEWALKS AND THE CENTENNIAL," AND APPROPRIATING $50,000 TO THE AMERICAN RECOVERY AND REINVESTMENT ACT FUND FROM THE ACTIVE COMMUNITY TRANSPORTATION GRANT PROGRAM WHEREAS, on February 8, 2011, the City Council approved Resolution No. 2011-017, authorizing the filing of an application for the Active Community Transportation Grant Program, to the San Diego Association of Governments (SANDAG) for the implementation of a Seniors, Sidewalks and the Centennial multi-modal transportation audit of seniors to determine existing access to public transportation and develop a priority list for improvements to increase the mobility of seniors; and WHEREAS, the application submitted by the City of Chula Vista stated that the City will partner with Safe & Healthy Communities Consulting and Wa1kSanDiego, to complete the scope of work on project TF-380 "Seniors, Sidewalks and the Centennial;" and WHEREAS, on March 25, 2011, SANDAG's Boazd of Directors authorized Communities Putting Prevention to Work (CPPW) funds for the following project: "Seniors, Sidewalks and the Centennial Program;" and WHEREAS, the City of Chula Vista has been awazded up to $50,000 in American Recovery and Reinvestment Act (ARRA) grant funds for the Active Community Transportation Grant Program, for the following project: to address health dispazities and inequities in lower income and minority senior communities; to promote physical activity and access to neighborhood destinations; to build consensus in the community azound transportation-related public health needs in order to develop and adopt a final report that will identify procedures, policies and recommendations for improving access and infrastructure needs focused on the senior citizen community; and WHEREAS, the City of Chula Vista understands that the CPPW Grant funding is fixed at the programmed amount, and therefore project cost increases that exceed the grant awarded will be the sole responsibility of the grantee; and WHEREAS, due to the federal requirements for the ARRA funds showing and reporting that progress is being made on the grants on a monthly basis, work must commence this fiscal year and the grants have to be completed by February 1, 2012; and WHEREAS, per Resolution 2011-017, the City has executed the SANDAG grant agreement and must amend the Fiscal Year 2010/2011 Capital Improvement Program budget to create a new project TF-380 "Seniors, Sidewalks and the Centennial" so that work can commence this fiscal year. Resolution No. 2011-087 Page 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the Fiscal Year 2010/2011 Capital Improvement Program budget, establish and create a new project TF-380 "Seniors, Sidewalks and the Centennial," appropriate $50,000 to the CIP Project Expenditures category of the ARRA Fund from the Active Community Transportation Grant Program, which appropriation will be reimbursed for eligible expenses by the grant for a senior citizen audit to promote physical activity and mobility and access to neighborhood destinations critical to senior health and wellbeing and to develop and adopt a final report that will recommend improvements for access and infrastructure needs focused on the senior citizen community.
