HomeMy WebLinkAboutAgenda Statement 1978/01/17 Item 12CITY OF CHULA, VISTA COUNCIL AGENDA STATEMENT Item No. 12 For meeting of 1/17/78 Resolution #8979: Accepting Report and Approving Expenditure of ITEM TITLE Funds for a Drainage System between the Alley and Fourth Avenue North of Mankato Street; Accepting Drainage Easement from Chula Vista Service Club Center, Inc. and Ordering the work to be Done by City Forces , j SUBMITTED BY ~1 fj(~/ Director of Public Works/City Engineer J ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES X NO ) The alley behind the Chula Vista Service Club (Lions Club) at Fourth Avenue and Mankato Street has been a continuing maintenance problem due to an inadequate private drainage system downstream from the alley. This report will discuss an inexpensive solution to the problem whereby the City forces will install used pipe in a new easement dedicated to the City at no charge by the Chula Vista Service Club. The used pipe has been recently salvaged from other City projects. PROBLEM There is an existing underground drainage system functioning between Garrett Avenue and Fourth Avenue which is a combination of privately and publicly owned and maintained pipe. Those portions on Exhibit #1 not in street or alley right-of-way are privately owned and maintained. The pipe between Fourth Avenue and the alley east of Fourth Avenue is privately owned and inoperable. The portion of this pipe which passes under a house has either a large object blocking the flow or the pipe is collapsed. Repeated attempts by the City to clear the blockage have proven fruit- less. Since the pipe is under a structure, it is irreparable due to poor access for men and equipment. The blockage causes water to exit the pipe system at the alley and flow across private property causing damage to private property. The City will maintain the new system; however we estimate that future maintenance costs will be much lower than present annual costs due to inoperable condition of the system. Form A-113 (Rev. 5/77) AGENDA ITEM N0. 12 Supplemental Page Two January 17, 1978 SOLUTION Since the broken or blocked pipe is irreparable, I propose to install salvaged pipe, presently available in the City yard, in an easement across the Chula Vista Service Club's property and connect it to the storm drain in Fourth Avenue. Due to the small size of the project, the fact that salvaged pipe is being used, and the maintenance nature of the project (replacing an inoperable system), I recommend the use of City labor and equipment. In accordance with Section 1109 of the City Charter, the Council may declare and determine that, in their opinion, the project may be performed better and more economically by City forces, and that by at least a four fifth's vote it may order the work completed by City forces. As discussed above, due to the unique nature of the project, I recommend that the project be performed by City forces. The Chula Vista Service Club has offered a grant. of easement necessary to install and maintain the realigned portion of the system. Upon adoption of the resolution accepting the easement and installation of the pipe by City forces, City will assume maintenance responsibility for that portion of the drainage system between Fourth Avenue and the easterly property line of the alley east of Fourth Avenue.
