A. Schwerin, Xenos & Associates (SXA) has submitted data to the City of
Chula Vista for their inclusion in the list of Environmental Consultants.
This firm was on previous lists and now wishes to be placed on the up-
dated list under procedures adopted in the first part of this year.

Regulatory Acency Compliance and Approval or Ermine 'rlodi`ications
b'r. Gockel was instrumental in obtaining California accreditatiens
for three engine retrofit devices. This work involved the design
and supervision of test programs, liaison r•rith the Air Resources 3oard
(A.RB) Staff, and technical presentations at ARB meetings. He is also
~•~ell informed on the requirements of the Environmental Protection
Agency (,EPA) and the Federal Chan Air Act regarding replacement parts
and engine modifications. The EPA does not approve modifications but
does require compliance with their enfercernent policies.
i4r. Gockel is also active in obtaining A,RB approvals for engine n;odi-
fications under California Vehicle Code 27155.
2. Design and Development of Automotive Air Pollution Controls
I~tr. Gockel was the principal development engineer on trro control de-
vices accredited and solo in California. He is currently responsible
for the development and mar'r.eting of a device for irnprpved fuel economy
and reduced carbon monoxide emissions. He is ce-developer of a vapor
control system for the recovery of gasoline vapors at service stations.

Vehicle Inspection and f4ainter.ance
In his work with the fJatienal Academy of Sciences, i~r. Gockel ryas
involved ~;~ith the evaluation of 1975/1977 r.ew vehicle controls to
determine if these vehicles would meet the emission standards in actual
use on the road. This included studies cf (1) durability of the ccn-
trols, (2) inspection and maintenance systems required of the states
by the Clean Air Act, and (3) the adequacy of the service industry.
In 1970, h!r. Gockel formed the Clean Air F.esearch Company (CARGO) to
pursue a special tune-up procedure (and the associated mechanic train-
ing) as an approach to reducing and maintaining engines to lcm-emission
levels. CARGO later successfully ccmpleted a research contract for
the AR3 to evaluate this approach on 300 vehicies.
4. Technical Testimony at Legislative and Regulatory Hearings
Many appearances before legislative con;mittees and public hearings of
State regulatory agencies have been made by hir. Gockel. Testimony
eras given to assist in the drafting of bills and to advocate passage
or disapproval of bills and regulations.
h?or•itorinq of Regulatory and Leoislative Meetiras
Mr. Gockel has attended virtually all of the meetings of the California
AR6 since 1969 and many legislative hearings on vehicle air pollution
control. Reports are submitted to sponsors on the cortent of the
meetings and the implications of meetings' action items on the seonsor's
business. Ideas are freely given regarding possible new products or
sales opportunities arising from meetings.
Cost-Effective Analyses
Several papers comparing the cost effectiveness of various air pollu-
tion control approaches have been presented by ?^r. Gockel. His first
work in this area (for the Technical Advisory Committee of the AR6)
~•~as presented to all of the members of the California Legislature in
1970. This is an extremely useful technique for determining the ad-
visability of pursuing a near product cr determining if a regulatory
agency is reasonable in their central requirements. The current
ARQ publicly announced that they are using this approach to guide
their decisions.

Prior to the formation of CARCO, htr. Gockel spent t;ro years in the Air Pollu-
tion Control Section of Chevron Research Company. Research ~;ork on the

ground on emission instrumentation, fleet testing and current activities
o-rith air pollution control. One of his main duties at Ci~evron was to follow
the current events of regulatory and automotive mamafar.turing activities.
He was also active in research projects rela*_ing to air pollution control
at Shell Development Company. During his six years of employment at Shell's
Research Laboratory, he conducted several long-range projects which related
to the task of air pollution control the°o ugh proper engine maintenance. Ge-
fore entering the research field, h1r. Gockel ~:-or'red three years in the engine
development section of Buick En.aineeriny Division of General Motors Corpora-
tion.

Mr. Gockel received a Bachelor of Science degree in ~'.echanical Engineering
