BACKGROUND 1. The applicant has submitted a tentative subdivision map proposing to divide 4.34 acres located between Second Avenue and Las Flores Drive into 11 single family lots. 2. The Environmental Impact Report (EIR-78-1) on this project was certified by the Planning Commission on October 12, 1977 and forwarded to Council on October 20, 1977. B. DISCUSSION Site characteristics. The 4.34 acre project site is located in a shallow canyon which runs northerly from E Street toward the Sweetwater Valley between Second and Minot Avenues. The westerly portion of the site has a single family dwelling located on 127 feet of street frontage along Second Avenue. Presently the eastern portion does not front on a dedicated street, however, Las Flores Drive will be extended northerly from D Street to serve the area. The natural slope of the property averages 18.7 per cent with some slopes reaching 40 per cent. 2. Tentative subdivision map. The applicant proposes to divide the site into 11 lots, one of which will accommodate the existing single family dwelling on Second Avenue. The other 10 lots, with an average lot size of 16,360 sq. ft., are located on the easterly portion of the property and will be served by the extension of Las Flores Drive. A sewer pump station located on Lot 1 will be removed. It is also recommended that Council adopt a motion certifying that Environmental Impact Report EIR-78-1 has been prepared in accordance with CEQA 1970, as amended, and that the Council has reviewed the information therein. BOARD/COMMISSION RECOMMENDATION On October 26 the Planning Commission, by a 6-0 vote, recommended that the City Council approve the tentative map for Hudson Valley Estates in accordance with Resolution PCS-77-10. COUNCIL ACTION Continued to iQovember 22, 1977. AGENDA .ITEM N0. 5, Sa Meeting of 11/l5/77 Supplemental page No. Grading. The grading of the site will involve the excavation of approximately 25,000 cubic yards and the placement of about 1,000 cubic yards of fill. Eight of the 10 lots will be graded for split level development with the garages at street level and the living units about the garage about 8 feet above street grade.
