SUBMITTED BY Director of Finance/Director of Personnel ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES X NO ) In late 1976, Congress enacted HR 10210, now P.L. 94-566. The most important effect of this federal law is to extend unemployment insurance to the employees of state and local governments beginning January 1, 1978. The newly enacted provisions of the California Unemployment Insurance Code conforms state law to P,L. 94-566. Many state and local governments, including the City of Chula Vista, feel that the constitutionality of P.L. 94-566 is questionable and have joined to challenge the issue at the federal level. While there is a possibility that Chula Vista along with other cities may receive an injunction that could postpone or eliminate the need for such contractual service, we should be prepared to handle the various requirements, conditions, ramifications, and cost increases that will result if and when we are required to provide unemployment insurance for our employees. There are several firms in Southern California that provide services to cities to increase efficiency and decrease the cost of unemployment compensation insurance. Following are examples of such services: (1) A review of personnel procedures relating to unemployment insurance; (2) Total administrative service in conjunction with the day to day handling of unemployment claims activity; (3) Education and training for management and supervisory personnel; (4) Assistance in determining the most economical taxing method based on a review of past personnel experience. rvn,nrrn -- thh1t511J Agreement Resolution X Ordinance_ Plat Notification List_ Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT Appropriate $1,950 from the Unappropriated Balance of the General Fund to account 100 0250 5203. Item No. 11 Supplementa- P~l age 2 A review of materials provided by the various consulting firms as well as discussion with their representatives showed that the basic services offered vary little from company to company. However, one firm, Reed, Roberts, Associates, Inc., has already demonstrated a highly personalized service. This firm showed initiative and interest in contacting and maintaining communications with our personnel; they have provided written material on unemployment conpensation insurance; and they have been helpful in answering questions whenever needed. It is because of this highly personalized service that we recommend a one-year contract with Reed, Roberts, Associates, Inc. The contract should also include an option for renewal as well as a provision stating that in the event that changes in the law make these services un- necessary, the contract may be recinded. (The City will, however, be liable for those costs already incurred.)
