ITEM TITLE Resolution 8874: Authorizing the City Manager to execute a contract
between the City of Chula Vista and Reed, Roberts, Associates, Inc.,
for Administrative Services Relating to Unemployment Insurance Com-
pensation and to Appropriate $1,950.

In late 1976, Congress enacted HR 10210, now P.L. 94-566. The most important effect
of this federal law is to extend unemployment insurance to the employees of state
and local governments beginning January 1, 1978. The newly enacted provisions of
the California Unemployment Insurance Code conforms state law to P,L. 94-566.
Many state and local governments, including the City of Chula Vista, feel that the
constitutionality of P.L. 94-566 is questionable and have joined to challenge the
issue at the federal level. While there is a possibility that Chula Vista along with
other cities may receive an injunction that could postpone or eliminate the need for
such contractual service, we should be prepared to handle the various requirements,
conditions, ramifications, and cost increases that will result if and when we are
required to provide unemployment insurance for our employees.
There are several firms in Southern California that provide services to cities to
increase efficiency and decrease the cost of unemployment compensation insurance.
Following are examples of such services: (1) A review of personnel procedures
relating to unemployment insurance; (2) Total administrative service in conjunction
with the day to day handling of unemployment claims activity; (3) Education and
training for management and supervisory personnel; (4) Assistance in determining
the most economical taxing method based on a review of past personnel experience.

A review of materials provided by the various consulting firms as well as
discussion with their representatives showed that the basic services offered
vary little from company to company. However, one firm, Reed, Roberts,
Associates, Inc., has already demonstrated a highly personalized service.
This firm showed initiative and interest in contacting and maintaining
communications with our personnel; they have provided written material on
unemployment conpensation insurance; and they have been helpful in answering
questions whenever needed. It is because of this highly personalized service
that we recommend a one-year contract with Reed, Roberts, Associates, Inc.
The contract should also include an option for renewal as well as a provision
stating that in the event that changes in the law make these services un-
necessary, the contract may be recinded. (The City will, however, be liable
for those costs already incurred.)

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
