HomeMy WebLinkAboutReso 1982-11108 RESOLUTION NO. 11108 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT FOR THE DOWNTOWN IMPROVEMENT DISTRICT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Ordinance No. 1885 requires the City Council to review the budget submitted by and the activities of the Town Centre Business and Professional Association, and to authorize the disbursement of funds received through the business license tax imposed on the parking and business improvement area for the general promotion of retail trade and other commercial and pro- fessional businesses, and WHEREAS, the Town Centre Business and Professional Association has now submitted the budget and achievement report as set forth in Exhibits A and B, attached hereto and incorporated herein by reference as if set forth in full, and WHEREAS, the Finance Director has recommended that the Council now approve the proposed 1983 budget and accept th~ 1982 report of achievements as contained in said exhibits. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the proposed 1983 bud- get of the Town Centre Business and Professional Association and accepts the achievement report recommending the desirability of continuing the Downtown Improvement Area. Coordinator: Our Coordinator, Gerben "Van" Putten acts as secretary for the Association keeping minutes and attending the meetings. He visits the various places of business, distributing newsletters, flyers, posters and other materials. He also attends various grand openings and "mixers" in the area. We subscirbe to membership in the California Downtown Association, and send Niek Slijk to several meetings each year. These contacts have proven to be a rich source of promotional ideas and keeps us in touch with the activities of the other California city promoters. We spend a considerable amount of our budget on newspaper and radio ad- vertising; in this way we keep the people of the South Bay area aware of our presence, and of our activities in the Downtown area. The Committee is aware of new shopping areas being developed and sense the need for our own advertising program. The Downtown Committee sponsored three major promotions this past year: The KSON Country Star Festival was held in June; The Chula Vista Founders Day and Oktoberfest held in October; The annual Starlight Yule Parade opening the Christmas season - held the first Monday after Thanksgiving. In addition to these major events we work closely with the Business Salutes Chula Vista Day in May - also promoting special days for the various holidays. Many thousands of people have made a special trip to Chula Vista, attracted by these events. Mayor and City Council November 10, 1982 Page 2 Each Fall the Committee adds to an already impressive display of Christmas decorations to be placed on the streets. These decorations have drawn favor- able comments from many shoppers and visitors that come to our Downtown area. People are beginning to add the Downtown area to the "must see" decorations along with the Candy Cane Lane and Mankato-Whitney displays. The Downtown Committee has begun a series of institutional ads in the Star News and the Union as well as the Tribune. Due to the wider circulation of the Union in this ad we mention the trolley and bus transportation for easy access to Downtown. Rather than using the "Town Centre" in our ads we have gone back and we are using the more acceptable and more recognizable word "Downtown" in all our advertising. The merchants and others are happy with our efforts and we have drawn larger crowd8 to the downtown area. We are continually inviting people to participate in our meetings which are held weekly in order to improve our communications with the Downtown Improvement District participants.
