ITEM TITLE Resolution 8854 Approving revision of Traffic Safety Motorcyle Grant
and amending 1977-78 budget appropriating additional funds

Funds for two officers and equipment fora motorcycle traffic enforcement program funded by
the State Office of Traffic Safety are included in the 1977-78 budget. Due to the availa-
bility of additional funds through the State Office of Traffic Safety, they have offered
to increase our grant from two officers to three. If accepted, this would mean that during
the first year of the grant, the full salary and associated costs including equipment for
three officers would be financed by the State. During the second year, the State would
pay for half of the total cost with the City paying the other half. The additional appro-
priation needed to increase the grant from two to three officers would be $33,460.
Advantages of increasing the grant from two to three officers are as follows:
Allows expansion in coverage to include both early morning and late evening
traffic congestion.
2. Allows continued coverage during vacation and sick leave periods.
3. Increases the number of times when we can utilize a team enforcement concept.
This would result in maximum effort at critical locations and should result in
greater officer safety.
When the grant terminates at the end of the second year, we would have several options to
consider:
If the program has been proven effective, we would want to keep it as a City
fully-funded program.
2. If, at the end of two years, it cannot be shown that the program is effective, it
could be discontinued with the trained officers absorbed into the regular strength

FINANCIAL IMPACT
First year cost of $100,900 fully funded by the grant; second year cost of $78,000
with grant of 50% and City assuming 50% ($39,000).
STAFF RECOMMENDATION
Adopt resolution approving modified grant application and amending 1977-78 budget
appropriating an additional $33,460.

Resolution passed with the provision that there will be an evaluation
report back to the Council at an appropriate time to be determined by
the staff.

Attachment I indicates the budget changes that would be needed if the grant is increased
to three officers. This figure of $33>460 includes $600 for special wearing apparel for
the already budgeted two officers, which was not included in the original grant application.
It should be noted that if the third officer is added, the second year cost to the City
will increase by $12,945 by reason of grant provisions requiring 50% participation by the
City during the second year.
