Bids were received and opened at 3:00 p.m. on September 14, 1977, in the office of the
Purchasing Agent for one 4 wheel drive diesel powered articulated loader and one
tractor/loader provided for in the 1977-78 budget.
Proposal forms were mailed to eight(8) vendors. Six (6) vendors submitted bids. See
attached tabulation of bids.
On item 1, one 4 wheel drive articulated loader, the low bid, International Model 510
loader, doesn't meet specifications in the engine size, transmission and converter.
The second low bidder submitted bids on 4 units. The Equipment Maintenance Superin-
tendent and the Street Superintendent inspected the equipment and found the first unit
offered did not meet specifications on engine size and counter weight. Alternate 1
meets specifications and is acceptable.
Purchase of item 1, Case Model W14H from Case Power and Equipment will cost $30,303.28.
Budget estimate was $42,400.00.
On item 2, bids were requested fora gasoline operated tractor loader with an option
to trade in a 1968 tractor loader. The Parks & Recreation 77-78 budget request recom-
mended that the unit be kept as a pull tractor at the golf course. The unit will be
retained by the department and not traded in.
Without trade in, the Case tractor/loader bids qualify as low bid. The Case 380LL
does not meet specifications in engine size and loader lift capacity. The Case 480C
meets the specifications and with a diesel engine, the unit should last longer than
a gasoline operated tractor.
Purchase of item 2, Case 480C will cost $11,666.36. Budget estimate, w/o trade-in,
was X15.540.00. ____

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
