RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AUTHORIZING CHANGE ORDER EXTRA WORK AND
EXTENSION OF TIME TO THE CONTRACT FOR LANDSCAPING,
IRRIGATION AND PARKING LOT IMPROVEMENTS, BAY FRONT
PARK
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, CalTrans on November 2, 1982 expressed their
concern to the City Engineering Department over the proposed
construction of the median island on "E" Street between Bay
Boulevard and I-5 Freeway which would create an illusion of an
eastbound left-turn pocket thus contributing to traffic moves
which would cause accidents, and
WHEREAS, CalTrans suggested a reconstruction of the
median island so that the southerly edge of the curbing could be
extended in a straight alignment to the nose of the median island,
and
WHEREAS, the City Engineer has reccmmended that the
revisions to the median island be performed as extra work in
accordance with Section 3.3 of the Standard Specifications for
Public Works Construction, and
WHEREAS, the control panels for electrical meters for
the railroad crossing warning gates and irrigation facilities in
the park are not acceptable to San Diego Gas & Electric Company
and new panels and related work will cost $1,974, and
WHEREAS, the reconstruction of the median island and
the modification of the control panels have delayed the work and
it is recommended that twenty additional working days be granted
changing the contract completion date to February 4, 1983.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that the extra work on the reconstruction
of the median island be, and the same is hereby approved and that
the new panels acceptable to SDG&E for the railroad crossing
warning gates, and irrigation facilities in Bay Front Park be
accepted as a change order.
BE IT FURTHER RESOLVED that an amount not to exceed
$13,000 be, and the same is hereby authorized to be expended for
such extra work and change order to be taken from the unencumbered
funds in Account No. 995-9950-BF06.

Dear Mr. Hughes:
We propose to furnish and install the revised median on E Street
for the amount of Eleven Thousand Nine Hundred Forty Dollars
($11,940.00).
This price includes demolition, traffic control, concrete curb,
backfill, planking and landscaping work. The following break-
down is submitted for your approval:
Equipment $2,345 + 15% $2,697
Material 2,715 + 15% = 3,122
Labor 3,419 + 20% = 4,103
Time Extension 2 weeks. = 1,900
$11,822
Bond & Liability Insurance = + 118
TOTAL CHARGE $11,940
The time extension to the contract is figured allowing for
approval of this change order by December 15, 1982.

Dear ~. Hanson:
As Dick Coward of this office discussed with you November 2,
1982, there appears to be a potential problem with the con-
figuration of the raised median island presently being con-
structed by ~our contractor on "E" Street between Bay Blvd.
and I-5 southbound ramps which was, unfortunately, overlooked
during Caltrans' review of the plans.
The nature of the problem is that the alignment of the southerly
edge of the island presents an illusion of an eastbo~ud left-turn
pocket. Our experience with wrong-way incidents on freeways
indicates that this situation could be expected to contribute
to such moves by encouraging left turns onto the off-ramp.
It appears to us that the only viable solution would be to
restructure the southerly edge of the island something along
the lines shovm in red on the attached print.
Due to administrative constraints, the only way Caltrans could
participate would be to initiate itso~m separate contract to
construct new curb to the desired ~ent. Such a project
would probably take several months to execute and would undoubt-
edly not include any decorative features such as the planting
or planking included in your design. We would~ in the meantime,
install traffic cones or portable delineators as necessary to
close the "pocket".

Would you please advise us if the City could~ or would be
willing to, initiate a contract change to take care of this
matter. If so~ Caltrans would be able to furnish some engi-
neering assistance.
