HomeMy WebLinkAboutReso 1982-11025 RESOLUTION NO. 11025 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING DEVELOPMENT PLAN FOR RICE CANYON SECTIONAL PLANNING AREA OF EL RANCHO DEL PaY SPECIFIC PLAN TO RELOCATE THE FIRE STATION SITE FROM THE NORTHEAST CORNER OF HIDDEN VISTA DRIVE AND SMOKY CIRCLE TO THE NORTHEAST CORNER OF RIDGEBACK ROAD AND EAST "H" STREET The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, EIR-79-8 on this project, having been recertified, has been reviewed and the information considered, and it has been prepared in accordance with the California Environmental Quality Act of 1970, as amended, and the California Administrative Code and the Environmental Review Policy of the City of Chula Vista, and WHEREAS, the City Council of the City of Chula Vista has heretofore on July 20, 1982, held a public hearing to consider an amendment to the Sectional Planning Area Plan for Rice Canyon area to relocate the proposed fire station site from the northeast corner of Hidden Vista Drive and Smoky Circle to the northeast corner of Ridgeback Road and East "H" Street, and WHEREAS, having heard testimony at such public hearing and received the recommendation of the Planning Commission as contained in their Resolution No. PCM-80-13-A, the City Council now desires to make said revision to the Rice Canyon Sectional Planning Area of E1 Rancho del Rey Specific Plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista hereby finds that EIR-79-8 has been prepared in accordance with the California Environmental Quality Act of 1970, as amended, the California Administrative Code, and the Environmental Review Policy of the City of Chula Vista, and hereby certifies that it has considered the information contained in said Environmental Impact Report as it acts upon said General Plan Amendment. BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista does hereby amend Resolution No. 10081, in accordance with Resolution No. PCM 80-13-A as adopted and forwarded by the Planning Commission. PCM-80-13-A RESOLUTION OF THE CITY PLANNING CO~ISSION RECOrlMENDING TO ll~E CITY COUNCIL THE APPROVAL OF A REVISION TO THE DEVELOPMEDT PLANS FOR THE RICE CANYON SECTIONAL PLANNING AREA OF EL RANCHO DEL REY SPECIFIC PLAN WHEREAS1 Resolution No. lOB81, adopted by the City Council on May 6, 1980, approved the development plans for the Rice Canyon Sectional Planning Area of the E1 Rancho del Rey Specific Plan, and WHEREAS, on Hay 11, 1982, Watt Industries San Diego, Inc. requested a revision to the development plans to move the location of the fi re station from the northeast corner of tlidden Vista Drive and Smokey Circle to the northeast corner of Ridgeback Road and East "H" Street, as indicated on the attached locator, and WHEREAS, the City Planning Commission set the time and place for a public hearing to consider said revision and notice of said hearing, with its purpose, was given by the publication in a newspaper of general circulation in the city at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., June 23, 1982 in the Council Chambers, Public Services Building, 276 Fourth Avenue, before the Planning Commission and the hearing was thereafter closed, and WHEREAS, the Planning Commission recertified EIR-79-8 and noted that the information contained in the report was considered in reaching a decision On this proposal. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Planning Commission, the CommisSion finds: a. That the revised sectional planning area plan is in conformity with the General Development of the P-C zone, any adopted specific plans, and the Chula Vista General Plan and its various elements: Even though the adopted El Rancho del Ray Specific Plan indicates a fire station site on what is now called Hidden Vista Drive, the intent of the designation is to provide a site within the Rice Canyon Sectional Planning Area, and is not actually site specific provided all of the cri teria of the Fire Department can be achieved at another location. The proposed site is acceptable to the Fire Department. The increase of two units within the Sectional Planning Area is insignificant. b. TIle revised sectional planning area plan would promote the orderly sequentiallzed development of the involved sectional planning area: Approval of the relocatiOn of the fire station will not affect the sequential development of the Sectional planning area. c. The revised sectional planning area plan would not adversely affect the adjacent land use, residential enjoyment, circulation or envl ron:;~ental quaIi ty: The proposed location for the fire station is ,iltnin an open space area and separated from the nearest residential areas by slopes and roads. The site has already been graded. The additional grading will not disturb any onddngered species. The site will be enhanced by additional landscaping not originally proposed. The proposed driveway location is sufficiently removed from the intersection so as not to cause anv problems with traffic. 2. The Planning Con~ission reco~ends to the City Council the approval of a revision to the development plan for the Rice Canyon Sectional Planning Area to relocate the fire station to Ridgeback Road and Fast "H" Street, as shown on Exhitib A, attached hereto, and to allow two single family lots to be created as shown on Exhibit B, attached hereto. 3. That this resolution be transmitted to the City Council and a copy of the resolution be mailed to the applicant. This item was continued from the City Council meeting of August 20, 1982 in order that the agreement between the developer and the City regarding the financial arrangements could be finalized. (See attached report and minutes of the August 20 meeting.) Consideration of the agreement is the next agenda item. 2. The City Council also asked how the proposed fire station would affect response time to the Bonita area. A report has been prepared by the Director of Public Safety which is attached hereto. BACKGROUND: 1. The applicant (Watt Industries) is requesting an amendment to the approVed Sectiona~ Planning Area Plan (PCM-80-13) for the Rice Canyon area of the E1 Rancho del Rey Specific Plan in order to relocate the fire station site from the northeast corner of Hidden Vista Drive and Smoky Circle (Lot 319 Hidden Vista Village Subdivision) to the northeast corner of Ridgeback Road and East "H" Street (Open Space Lot "F"). 2. The Environmental Impact Report, EIR-79-8, for the Hidden Vista Village development was previously certified by the Planning Commission and City Council. On April 1, 1982, .the Environmental Review Committee found that the information contained in EIR-79-8 was adequate for the proposed project and certified CEQA review requirements and recommended ~that the Planning Commission and City Council recertify the EIR, noting that they will iconsider the information in the report as they reach a decision on the project. B. RECOMMENDATION: 1. Recertify EIR-79-8 with the notation that the information in ~he report*was consider~ 2. Concur with the recommendation of the Planning Commission to approve the relocation and authorize the construction of two additional single family homes. :C. PLANNING COMMISSION RECOMftENDATION: On June 23, 1982 the Commission unanimously recommended that the City approve the ~amendment to the Rice Canyon Sectional Planning Plan in accordance with Resolution PCM-80~13A. D. DISCUSSION: 1. The present fire station site is a 0.63 acre lot located at one of the main entry- ways into an area proposed for single family detached residences. In order to achieve ~ompatibility with the residential character of the area, the fire station building was designed to give the appearance of a single family dwelling. However, the applicant is still concerned that locating a fire station within a single family detached home area will affect overall sales. i 2. The applicant has discussed the relocation of the fire station site with various ~epartments of the City including the Fire Department. A number of sites were considered before settling on a proposed location within a designated open space area (lot "F") at the northeast corner of Ridgeback Road and East "H" Street. 3. The proposed fire station site will be approximately 0.75 acres in size and will involve the grading of approximately 47,200 cubic yards of earth (43,760 cubic yards cut ind 3,440 cubic yards fill). Part of the grading operation will be to use the excess (Continued on supplemental page) 'orm A-113 (Rev. 1'1/79) Page 2, Item Meeting Date 7/20/82 dirt to complete the fill requirements at the southeast quadrant of 1-805 and East "H" iStreet. The two-level pad is to accommodate the design of the fire station which has the floor level of the garage at a lower elevation than the rest of the station to accommodate the fire truck. 4. Because of the additional grading, a revised landscape and ~rigation plan has been submitted. The landscape plan involves additional trees and shrubs to enhance the site. 5. If the relocation of the fire station is approved, the applicant intends to divide the original site into two lots and develop them with single family dwellings. The number iof single family dwellings would increase from 318 units to 320. Since the property is ~presently owned by the City, the applicant has agreed to turn the profits over to the City ~of Chula Vista even though the dwellings will be built by the developer. The reason for ~this arrangement is that the open space area has been dedicated to the City, so the proposed relocation of the station will take place on City land. The contractual agreement including verification of the developers' costs is being worked out with the Office of the City :Attorney. 6. As mentioned earlier, the proposed site has been reviewed by the Fire Department which has determined that the site is acceptable. The response time will remain basically ~the same and may actually decrease the time to certain portions of the station's service ]area. The driveway is sufficiently removed from the intersection so as to avuid 'ingress ,~d egress problems. ~. CONCLUSION: The proposed architectural design of the fire station would allow it to fit in a compatible manner with the single family homes. The new location would also provide ~equivalent response time and the contractual agreement would assure that the City would receive the profits from the sale of two single-family homes to be built on the original site. !KL:je A llo 35 Council Minutes -3- July 20, 1982 7. AREA OF EL RANCHO DEL REY SPECIFIC PLAN This being the time and place as advertised, the public hearing was opened by Mayor Cox. City Manager Cole commented that a unanimous consent item'was being proposed for this meeting for an agreement between the developer and City for the proposed lot in order that the relocation of the fire station could be consummated. Mr. Cole added that further consideration must be given to the agreement and he will bring this item back at a subsequent meeting. Principal Planner Lee explained that two years ago, the Council approved the Sectional Planning Area Plan for this Watts' area (east of'I~805 ~isected by H Street). The applicant is requesting an amendment to the Plan so that he can subdivide the present fire station site and relocat~the fire station in the open space area east of Ridgeback Road. Under this proposal, the applicant will give the City the profit derived from the sale of the,two homes built on this former fire station site. Staff feels the new proposed site is acceptable (one-half mile of the previous location) and has easy access onto H Street. Councilman Scott questioned whether the Director of Public Safety still feels this fire station will serve the Bonita area and asked about the time for the fire runs. City Manager Cole said he would investigate this and report back to the Council. Mr. Jim Johnson, 424 Stoneridge Court, Chula Vista, stated that the present fire station site serves the residential areas much better than the proposed site. There being no further comments, either for or against, the hearing was declared closed. MSUC (Cox/Scott) to refer this item to staff to be brought back in conjunction with the agreement.
