HomeMy WebLinkAboutAgenda Statement 1977/09/13 Item 06CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ~ ~ ~ ~ Item No. 6 For meeting of 9/13/77 ITEM TITLE Public Hearing - Consideration of Establishing Underground Utility District on Third Avenue From "G" Street to "K" Street Resolution 8812- Establishing Underground Utilit District on Third Avenue From "G" Street to "K" Street SUBMITTED BY Director of Public Works/City Engineer I~ ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) On August 9, 1977, by Resolution 8763, the City Council ordered a public hearing to be held on September 13, 1977 to determine whether public necessity, health, safety or welfare required the formation of an under- ground utility district on Third Avenue between "G" Street and "K" Street. Formation of the district will require that the owners of property within the district convert their electrical service connection to receive under- ground facilities on a date to be set in the future. The cost of con- verting the electric service connection will be borne by the property owner. The Director of Public Works, subsequent to the formation of the district by the City Council, will submit to the City Council a resolution setting the date for property owners to be ready to receive underground facilities and removal of poles in accordance with the Chula Vista City Code. The submission of the resolution to set the date will occur after receipt of San Diego Gas & Electric's scheduling for the project by the Director of Public Works. The undergrounding of the utilities along Third Avenue from "G" to "H" Street and from "I" to "K" Streets will be type "A" districts. That is, the cost of undergrounding the utilities will be funded out of the funds allocated by San Diego Gas & Electric Company. The undergrounding of the utilities along Third Avenue from "H" to "I" Street will be a Type "B" district, that is, the County of San Diego will pay for the undergrounding of these utilities as part of the overall development cost of the South Bay Regional Center. F o rm A-113 (Rev. 5/77) Item No . 6 Supplemental Page 2 Section 15.32.130 of the Chula Vista Municipal Code requires that the City Council conduct a public hearing to ascertain whether the public health, safety and general welfare requires the undergrounding of exist- ing overhead utilities within designated areas of the City and to give persons the opportunity to speak in favor of or against the formation of a proposed district to underground utilites. On June 14, 1977, the City Council by Resolution Number 8668 approved a revised 5-year utility Undergrounding Program for calendar years 1978 through 1982. The undergrounding along Third Avenue from "G" Street to "K" Street is in the calendar year 1978 program. The undergrounding of utilities along Third Avenue will precede the widening of Third Ave- nue from "G" Street to "K" Street. The widening and reconstruction of Third Avenue is scheduled for construction during fiscal year 1978-79 as it appears in the 6-year Capital Improvment Program as submitted by Staff and approved by the City Council. The Director of Public Works, within two weeks, will be submitting a report to the City Council informing as to the scope, scheduling and financing of the Third Avenue reconstruction and widening project. A transparency is available for Council viewing.
