At the same time, an unproductive CVT route (Route 3) will be revised in an attempt to improve its effectiveness. The target start-up date is October 3, 1977. Route 7 will operate between the Chula Vista Shopping Center and Castle Park, via Fourth Avenue. The route will serve a high-transit-potential area and will operate at 30-minute frequency. Exhibit A illustrates Route 7. Route 3 presently has two significant alignment deficiencies: 1) it terminates at the Chula Vista Community Hospital, which is not a major transit trip attractor; and 2) it has an out-of-direction loop on Fourth and Fifth Avenues, which is detrimental to the rider's impression of directness of service. The revised Route 3 will not operate the Fourth/ Fifth Avenue loop and will use the saved time to extend to Southwestern College, while continuing to serve the Hospital. It is expected that these changes will significantly improve Route 3 productivity. At the same time, however, service to Brentwood Park - which was reinstituted at special request - will be abandoned; a dramatic decrease in demand has removed the justifiability of this special service. Exhibit B illus- trates the revised Route 3. Increased cost to the City will derive from two sources: 1) increased mileage from Route 7; and 2) increased mileage in the City from the revisions to Route 3. The total cost of the changes, to be paid to Aztec Bus Lines, is estimated to be $31,197 for the last three quarters of FY 77-78. The net cost to the City for Route 7 will be $10,275, after deduction of County payment ($16,724) and total extimated farebox revenue ($4198). For Route 3 changes the net cost will be $4695, after farebox revenue ($1980); this cost has already been figured in payments to Aztec for FY 77-78 and is a shift from County LTF to City LTF. Based on the LTF claim for FY 77-78, it is expected that the entire City cost can be paid from the LTF. Exhibit C summarizes the financial analyses. DLC/rl DP 001
